Staff Summary

•                     The RTA Section 5310 grant program call for projects is underway.

•                     Ride Lake County was created by the Lake County Board in 2022 and is operated by Pace.

•                     The Section 5310 funds will be used, along with County and Pace funds, to continue coordination of the Ride Lake County countywide paratransit program.

•                     This resolution authorizes the County to apply for the grant, and, if approved, it will be brought back to the Lake County Board for acceptance and appropriation of the necessary local matching funds.

RESOLUTION

WHEREAS, the County Board of Lake County, Illinois, at its meeting on February 8, 2022, adopted a resolution to establish Ride Lake County as a borderless, countywide paratransit service for seniors and individuals with disabilities; and

WHEREAS, a call for projects is underway for the Regional Transportation Authority (RTA) Section 5310 grant program and the RTA is authorized to provide such grants as the designated recipient of the Section 5310 funds for Northeastern Illinois; and

WHEREAS, the RTA required authorization language for approval of a grant application, and execution of a grant itself, is contained in the draft RTA Section 5310 grant Certifications and Board Resolutions attached hereto.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk and the Lake County Engineer are authorized and hereby directed to apply for the Regional Transportation Authority Section 5310 grant, from the Regional Transportation Authority under its Section 5310 funds program for Northeastern Illinois for the Ride Lake County countywide paratransit program; and

BE IT FURTHER RESOLVED, that if the said grant is approved by the Regional Transportation Authority, the required grant agreement will be brought back to the Lake County Board for acceptance and appropriation of the necessary ¼% Sales Tax for Transportation matching funds.
