Staff Summary
• Heron’s Landing is a 118 lot subdivision in the Village of Long Grove that is presently served by private wells.
• At the request of the Home Owners’ Association, the County petitioned and received approval from the Central Lake County Joint Action Water Agency (CLCJAWA) to deliver water to Heron’s Landing through the County’s Vernon Hills’ water system.
• A Special Service Area (SSA) to fund the water system improvements was established and design work for the system completed.
• The County published a request for bids for this project and received responsive bids from eight contractors ranging from $2,119,125 to $4,426,519.
• In accordance with an Intergovernmental Agreement between the Village of Long Grove and the County concerning this project, the Village passed a resolution approving the recommended award of the construction contract to the lowest responsive, responsible bidder, Joel Kennedy Constructing Corp. in the amount of $2,119,125.
• This resolution does the same and authorizes the Purchasing Agent to execute a contract with Joel Kennedy Constructing Corp., Waukegan, Illinois, in the amount of $2,119,125 for the Heron’s Landing Water Main Project.

R E S O L U T I O N
WHEREAS, the County of Lake (County) and the Village of Long Grove (Village) previously executed an Intergovernmental Agreement (IGA) relating to the delivery of water service to the Heron’s Landing Subdivision and providing for the construction and installation of the water system by the County; and
WHEREAS, the Village has established an Special Service Area (SSA) to construct a water distribution system to provide water to the Herons Landing Subdivision utilizing water from the Central Lake County Joint Action Water Agency as the source; and
WHEREAS, pursuant to the Intergovernmental Agreement, the net proceeds of the Heron’s Landing SSA Bonds have been remitted to the County to be used to pay or reimburse the County for eligible project costs; and
WHEREAS, pursuant to the Intergovernmental Agreement the County has completed the design plans and specifications for the water distribution system using the proceeds of the SSA funds and subsequently obtained bids for the project; and
WHEREAS, the Intergovernmental Agreement provides that, prior to awarding the construction contract, the County shall present the bid submitted by the lowest responsible, responsive bidder to the Village for review and approval; and
WHEREAS, on February 28, 2012 the Village approved Resolution No. 2012-R-07, Authorizing the County to Proceed With the Heron’s Landing Lake Michigan Water Project; and
WHEREAS, in accordance with the rules of this County Board, bids were called for by publication for the Heron’s Landing Water Main Project; and
WHEREAS, subsequent to said publication, the County received requests for bid documents from twenty-eight (28) contractors; and
WHEREAS, eight (8) sealed bids were received and publicly opened in the office of the Public Works Department on Thursday, February 16, 2012, at 2:00 p.m., and
WHEREAS, Joel Kennedy Constructing Corp. is the lowest responsive and responsible bidder in the amount of $2,119,125.00; seven (7) other bids were received, ranging from $2,343,849.00 to $4,426,519.50.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Joel Kennedy Constructing Corp., Waukegan, IL in the amount of $ 2,119,125.00 for the Heron’s Landing Water Main Project and charging the costs thereof to Account No. 610-4833098-48310.
