Staff Summary

•                     Midlothian Road Extension, from Fair Entrance  to Harris Road:  Village of Libertyville Right-of-way Agreement

•                     Midlothian Road has previously been extended northerly from Peterson Road in order to accommodate the Lake County Fair relocation to the former Titus Farm property.

•                     Lake County is now in the process of extending Midlothian Road northerly to intercept existing Harris Road.

•                     As part of this improvement the Village needs to construct a cul-de-sac on the existing Harris Road.

•                     This resolution authorizes an agreement with the Village of Libertyville for the cul-de-sac of Harris Road and for the Village’s assistance in acquiring necessary right-of-way.

Body

WHEREAS, Midlothian Road (County Highway 48) is a designated route on the county highway system; and

WHEREAS, Midlothian Road has been extended northerly from Peterson Road to the approximate entrance of the Lake County Fairgrounds; and     

WHEREAS, Lake County now desires to extend Midlothian Road from its existing northerly terminus northerly to Harris Road; and

WHEREAS, preliminary plans, specifications, and estimates of costs for the above-said improvement have been completed; and

WHEREAS, in order to provide for this extension of Midlothian Road a cul-de-sac onto existing Harris Road needs to be constructed and necessary right-of-way needs to be acquired; and

WHEREAS, Lake County and the Village of Libertyville are desirous of entering into an agreement for the construction of a cul-de-sac on Harris Road and for the Village to provide assistance in the acquisition of necessary right-of-way, a draft copy of said agreement attached hereto.

NOW, THEREFORE BE IT RESOLVED by this County Board of Lake County, Illinois that the Chair of the County Board, the County Clerk, and the County Engineer of Lake County are authorized and are hereby directed to execute an agreement between Lake County and the Village of Libertyville providing the terms and conditions for the construction of a cul-de-sac to existing Harris Road and providing for the Village of Libertyville to provide assistance for the acquisition of necessary right-of-way for the above-said improvement designated as Section 09-00244-03-FP.
