·      Washington Street, Cemetery Road to west Six Flags Drive, Widening and Reconstruction, Phase III Supplemental: IDOT Agreement.
·      The County has been allocated federal STU/HPS funds to widen and reconstruct this section of Washington Street and IDOT administers all federal highway funds.
·      The Phase III construction engineering scope of work is being expanded to provide for redesigning retaining walls to avoid utility conflicts not anticipated in the original design.
·      This agreement allows for the County to receive 80% reimbursement for the cost of this Amendment 1.

R E S O L U T I O N
 
WHEREAS, Washington Street, County Highway 45, is a designated route on the county highway system; and
      
WHEREAS, the free flow of traffic along Washington Street is beneficial to the safety and welfare to the State of Illinois and the county as a whole; and
 
WHEREAS, this Lake County Board, at its meeting of August 11, 2009, authorized the execution of an agreement for these federal highway funds between the State of Illinois and Lake County for federal reimbursement of 80% of the Phase III construction engineering services for said improvement; and
 
WHEREAS, this Lake County Board, at its meeting of August 11, 2009, appropriated $690,000 of Matching Tax funds to provide for these Phase III construction engineering services; and
 
WHEREAS, the State of Illinois and Lake County are desirous of entering into an Amendment 1 to the agreement to utilize federal highway funds for the above-proposed supplemental Phase III construction engineering services, setting forth the terms and obligations to each agency.
 
NOW, THEREFORE BE IT RESOLVED, by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized and they are directed to execute an Amendment 1 to the agreement pertaining to the financing of the above-named improvement, a draft copy of which is attached hereto, and such authorization shall include any subsequent amendments, as required by IDOT.
 
BE IT FURTHER RESOLVED, the County Engineer shall transmit, in writing, the final Amendment 1 to the agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk and grant plan and specification approval to the Illinois Department of Transportation.
 
BE IT FURTHER RESOLVED, that a copy of this Amendment 1 to the agreement, when executed in its final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
