                     This resolution replaces the County Board’s original resolution of November 14, 2006  and reemphasizes the County Board’s support for the goal of LCCTSC for a paratransit system in Lake County to meet the needs of seniors and persons with disabilities or medical needs.

                     County Board member Stevenson Mountsier is re-appointed as the County’s representative to the LCCTSC.

                     The County’s alternate member to the LCCTSC is to be LCDOT staff appointed by the Director of Transportation.

R E S O L U T I O N

 

WHEREAS, this County Board of Lake County, Illinois, by prior resolution at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of seniors and persons with disabilities or medical needs; and

 

WHEREAS, certain segments of the population, including the elderly, persons with disabilities and persons with medical needs, require door-to-door (or curb-to-curb) transportation services that are demand-responsive, hereafter referred to as paratransit services; and

 

WHEREAS, numerous social service agencies and local governments provide paratransit services; and

 

WHEREAS, existing paratransit services often limit rider eligibility or geographic destinations based on various funding sources, making it difficult for individuals to obtain the transportation services they need; and

 

WHEREAS, there is a significant unmet travel need among seniors and persons with disabilities or medical needs; an unmet need that is projected to increase substantially during the next 20 years; and

 

WHEREAS, the Lake County Coordinated Transportation Services Committee (LCCTSC) is a broad coalition of government officials, service providers and advocacy groups concerned with the coordination of paratransit services; and

 

WHEREAS, the LCCTSC’s vision is to develop a borderless paratransit system in Lake County to meet the needs of seniors and person with disabilities or medical needs; and

 

WHEREAS, the said resolution of November 14, 2006, needs to be renewed to correspond to how the county is approaching its goal of managing countywide transit planning efforts and facilitating the implementation of paratransit service improvements in Lake County through the Lake County Division of Transportation; and

 

WHEREAS, the Lake County Division of Transportation (LCDOT) is implementing the “Plan for Using the New Collar County Transportation Empowerment Funds” of which one goal is to manage countywide transit planning efforts and facilitate the implementation of paratransit service improvements in Lake County as set forth in a resolution of the county board at its meeting of June 10, 2008; and

 

WHEREAS, the Lake County Division of Transportation’s position of a Senior Planner acting as Paratransit Coordinator was funded in the LCDOT’s county fiscal year 2011 budget.

 

NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that the said resolution of November 14, 2006, entitled “LAKE COUNTY COORDINATED TRANSPORTATION SERVICES” is hereby rescinded.

 

BE IT FURTHER RESOLVED, that Lake County recognizes the unmet travel needs of seniors and persons with disabilities or medical needs and supports the local agencies of Lake County in their initiative with the Lake County Coordinated Transportation Services Committee (LCCTSC) in its efforts to enhance paratransit services to the resident of all communities located within Lake County.

 

BE IT FURTHER RESOLVED, as requested by the Chair of the Lake County Board, that county board member Stevenson Mountsier is re-appointed as the county’s representative to the LCCTSC to serve until such time as the Chairman shall appoint and the County Board shall approve a new appointment.

 

BE IT FURTHER RESOLVED, that Lake County’s alternate member to the LCCTSC is to be LCDOT staff as appointed by the Director of Transportation, from time to time, and that the LCDOT utilize the LCCTSC in any fashion as directed by the Director of Transportation in furtherance of the goal of managing countywide transit planning efforts and facilitating the implementation of paratransit service improvements in Lake County.
