Staff Summary

                     Quentin Rd (Rue Royale to White Pine Rd); Widening Improvements and Regional Bike Path Relocation: Villages of Killdeer and Deer Park Agreement: Appropriation.

                     Quentin Rd from Rue Royale to White Pine will be widened to 5 lanes, including the improvement of the county legs of the intersection at US Rte. 12 within the Villages of Kildeer and Deer Park.

                     The improvement will include the relocation of the regional bike path from White Pine to Long Grove Rd off of the Quentin Rd right-of-way, to be accomplished by the Villages of Kildeer and Deer Park, as a cost to the county’s project.

                     The intergovernmental agreement with the Villages was approved on February 9, 2010.

                     The Villages want to start engineering at this time and an appropriation for the engineering and construction costs needs to be approved.

                     This resolution appropriates $860,000 of the ¼% Sales Tax for Transportation and Public Safety funds and is designated as Section 02-00051-08-WR.

R E S O L U T I O N

 

                     WHEREAS, Quentin Road (County Highway 5) is a designated route on the county highway system; and

 

                     WHEREAS, in order to ensure the free flow of traffic and the safety and welfare of the motoring public, the County is desirous of widening Quentin Road from Rue Royale to White Pine Road, including the improvement of the county legs of the intersection at US Rte. 12, within Villages of Kildeer and Deer Park; and

 

                     WHEREAS, a regional bike path, which was to have been included within the right-of-way of Quentin Road, will now be constructed by the Villages of Kildeer and Deer Park, as a cost to the county’s project, off of the County right-of-way; and

 

                     WHEREAS, this County Board of Lake County, Illinois, at its meeting of February 9, 2010, authorized the execution of an intergovernmental agreement between Lake County and the Villages of Kildeer and Deer Park for the widening improvements to Quentin Road (Rue Royale to White Pine Rd) and the relocation of the proposed regional bike path along Quentin Rd to an off-road route between White Pine Road and Long Grove Road (County Highway 43); and

 

                     WHEREAS, the intergovernmental agreement states County of Lake will pay 95% of the design engineering cost upon authorization of an engineering contract and an invoice from the village; and 95% of construction cost upon execution of a construction contract and an invoice from the village; and

 

                     WHEREAS, the Villages want to start engineering at this time and an appropriation for the engineering and construction costs needs to be approved to provide for the county’s financial obligation in accordance with the said agreement.

 

                     NOW, THEREFORE BE IT RESOLVED by this County Board of Lake County, Illinois, that there is hereby appropriated $860,000 of the ¼% Sales Tax for Transportation and Public Safety funds for the design engineering and construction payments to the Villages of Kildeer and Deer Park under said agreement and designated as Section 02-00051-08-WR.
