Joint resolution authorizing the execution of a Technical Service agreement between the Regional Transportation Authority (RTA) and Lake County providing the terms and conditions by which the RTA will grant to Lake County $260,930 of Innovation, Coordination and Enhancement (ICE) grant funds, for one year, to be utilized to expand Pace Route 570 which serves Gurnee, Fox Lake, and the College of Lake County (CLC), and to provide an additional Pace circulator bus route serving the Round Lake Beach commercial retail district.  This resolution also appropriates $400,000 of the ¼% sales tax for transportation and public safety funds for this project designated as Section 09-00280-02-ES.

Staff Summary

                     RTA:  Lake County Northwest Circulator Route 570:  Technical Services Agreement

                     ICE grant funds will be used to expand the hours, days and reduce the headway of service on Pace Suburban Route 570 serving Gurnee, Fox Lake and the College of Lake County (CLC).

                     These funds will also be used to expand the complimentary ADA service associated with Pace Route 570.

                     This project will also add an additional Pace circulator bus route, at Pace’s expense, serving the Round Lake Beach commercial retail district.

                     This resolution authorizes the execution of an agreement for the receipt of these funds.

 

Body

 

WHEREAS, this County Board of Lake County, Illinois, by prior resolution at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged population; and

 

WHEREAS, the LCCTSC has also incorporated the role of the now disbanded “Getting to Work” Ad Hoc Task Force dealing with the issue of how to connect

workforce to area jobs by accessible transit service; and

 

                     WHEREAS, a report of the said Getting to Work Task Force identified desired improvements to the operation of Pace Bus Route 570; and

 

                     WHEREAS, this County Board of Lake County, Illinois, by prior resolution at its meeting of August 12, 2008, authorized the Chairman of the County Board, the County Clerk and the County Engineer to apply for a Technical Assistance grant from the Regional Transportation Authority (RTA) for the implementation of the Lake County Northwest Circulator Getting to Work Demonstration Project in cooperation with Pace under the Innovation, Coordination and Enhancement (ICE) Program; and

 

                     WHEREAS, Lake County by and through its Division of Transportation on December 18, 2008, was notified by the RTA that it was approved to receive $260,930 of Innovation, Coordination and Enhancement (ICE) Program funds to provide partial funding for the expansion of Pace Route 570, serving Gurnee, Fox Lake and the College of Lake County (CLC), and also for the addition of a Pace circulator bus route serving the Round Lake Beach commercial retail district, for a one year time duration; and

 

                     WHEREAS, the RTA indicated that the County should reapply for the desired second year of ICE demonstration funding for the Lake County Northwest Circulator Getting to Work Demonstration Project in the next ICE grant application cycle; and

 

                     WHEREAS, the RTA, due to economic conditions, did not solicit any applications for ICE funding in the subsequent grant application cycle; and

 

                     WHEREAS, Lake County and the RTA are desirous of entering into an agreement stating the terms and conditions by which the RTA will provide $260,930 of ICE grant funds, for a one year time duration, to be used for the expansion of Pace Bus Route 570 serving Gurnee, Fox Lake and the College of Lake County (CLC), and also for the addition of a Pace circulator bus route serving the Round Lake Beach commercial retail district, a draft copy attached hereto; and

 

                     NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, that the County Engineer is authorized and is hereby directed to execute an agreement for the receipt of $260,930 of ICE grant funds from the Regional Transportation Authority (RTA) to be used to expand Pace Bus Route 570 which serves Gurnee, Fox Lake and the College of Lake County (CLC), and also for the addition of a Pace circulator bus route serving the Round Lake Beach commercial retail district.

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $400,000 of the ¼% sales tax for transportation and public safety funds for the County’s portion of this project designated as Section 09-00280-02-ES.
