• On June 14, 2022, the Lake County Board authorized a contract with Chicagoland Trenchless Rehabilitation Inc. to install the water main quality sewer liner in the Park West Townhome Subdivision as a condition of the permit issued by the Illinois Environmental Protection Agency (IEPA).
• Change Order Number One is a result of storm sewers that were submerged in floodwater, requiring dewatering, additional joints that were found, requiring spot lining over the joints, and a sewer pipe diameter that was found to be larger than anticipated. Responding to the identified conditions requires a price adjustment with an increased cost of $36,100 for the project.

RE: Joint committee action approving Change Order Number One to the agreement with Chicagoland Trenchless Rehabilitation Inc. of Niles, Illinois.
1. In 2021 Lake County Public Works (LCPW) rehabilitated water mains in the Park West Townhome Subdivision by means of water main pipe lining, which is a trenchless rehabilitation method.
2. As a condition of the permit issued by the Illinois Environmental Protection Agency (IEPA), LCPW is required to meet the water and sewer main separation requirements, as some the water mains are in close proximity to storm and sanitary sewers. This project will install water main quality sewer liner at strategic locations in those pipes, thereby complying with the condition of the IEPA permit.
3. On July 20, 2022, a contract was issued to Chicagoland Trenchless Rehabilitation Inc. to install the water main quality sewer liner in the Park West Townhome Subdivision.
4. Unforeseen sewer conditions were discovered during pre-condition sewer televising process. Some of the storm sewers were submerged in floodwater, requiring dewatering, additional joints were found, requiring spot lining over the joints, and a sewer pipe diameter was found to be larger than anticipated. Responding to the identified conditions requires a price adjustment.
5. Change Order Number One accounts for dewatering the sewer pipes, installing additional liners for the joints, and price adjustment for the larger size of the sewer pipe, resulting in an increased cost of $36,100 for the project.
6. In accordance with Section 33.082 of the Lake County Purchasing Ordinance, when the total of change orders, contract modifications, or price adjustments on any contract approved by resolution by the County Board exceeds 10 percent of the original contract amount, approval of the standing committee in charge of the contracting department or agency and the Financial and Administrative Committee is required.
7. This committee action authorizes and directs the Purchasing Agent to execute a contract change order with Chicagoland Trenchless Rehabilitation Inc., increasing the original contract value by $36,100 from $109,999 to $146,099.
