Staff Summary
• The Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda desire to collectively provide $40,000 of additional local funding toward the Ride Lake County West service to extend the use of the project’s awarded federal funding from January 1, 2021, to December 31, 2021.
• Avon Township has also agreed to reimburse fares of specified riders for the Ride Lake County West service for trips the township desires to subsidize.
• Fremont Township desires to provide the $150 local match to the Pace funding for the existing Fremont Township dial-a-ride service that has been folded into the Ride Lake County Central service.
• The agreements have all been approved by the respective Township Boards.
• This project is included in the Transportation Improvement Program, and designated as Sections 19-00280-07-ES and 20-00280-08-ES.

R E S O L U T I O N
WHEREAS, this Lake County Board, by prior resolutions, authorized the Chair of the County Board, the County Clerk, and the County Engineer to apply for a technical assistance grant from the Regional Transportation Authority (RTA) to provide for the implementation of a Ride Lake County West service paratransit program in cooperation with Pace and the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda; and
WHEREAS, this Lake County Board, by prior resolutions, authorized the Chair of the County Board, the County Clerk, and the County Engineer to apply for a technical assistance grant from the RTA to provide for the implementation of a Ride Lake County Central service paratransit program in cooperation with Pace and the Townships of Fremont, Libertyville, Shields, and the Villages of Libertyville and Mundelein; and
WHEREAS, the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda desire to collectively provide an additional $40,000 of local funding towards the Ride Lake County West service to extend the use of the project’s awarded federal funding between January 1, 2021, to December 31, 2021; and
WHEREAS, Fremont Township desires to provide $150 of local funding from January 1, 2021, to December 31, 2021, to provide the local match to the Pace funding for the existing Fremont Township dial-a-ride service that has been folded into the Ride Lake County Central service; and
WHEREAS, Avon Township has agreed to reimburse fares of specified riders for the Ride Lake County West service for trips that Avon Township desires to subsidize; and
WHEREAS, Lake County and the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda are desirous of entering into separate agreements stating the terms and conditions for each township to contribute funds to the Ride Lake County West and the Ride Lake County Central services, a draft copy is attached hereto.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer be authorized, and they are directed to execute agreements, and any subsequent amendments, with Antioch, Avon, Grant, Lake Villa, and Wauconda Townships for the receipt of funds from each township for the Ride Lake County West service.
BE IT FURTHER RESOLVED that the County Board Chair, the County Clerk, and the County Engineer be authorized, and they are directed to execute an agreement, and any subsequent amendments, with Fremont Township for the receipt of funds for the Ride Lake County West and the Ride Lake County Central services.
BE IT FURTHER RESOLVED that the said paratransit services during the weekday in the Townships of Antioch, Avon, Fremont, Grant, Lake Villa, and Wauconda will continue to be designated as the Ride Lake County West service, and designated as Section 20-00280-08-ES.
BE IT FURTHER RESOLVED that the said paratransit services during the weekday in the Townships of Fremont, Libertyville, Shields and the Villages of Libertyville and Mundelein will continue to be designated as the Ride Lake County Central service, and designated as Section 19-00280-07-ES.
