Staff Summary

                     Lake County PASSAGE, Phase II Field Work; Signal Controller Upgrades: Sole Source Contract Awards.

                     Phase II of Lake County PASSAGE is under construction.

                     Approximately 204 existing traffic signal controllers need to be upgraded to communicate with the computers in the TMC (NTCIP protocol).

                     Includes150 Econolite controllers and 54 Eagle Controllers.

                     IDOT uses both Econolite and Eagle controllers.

                     The NTCIP firmware upgrades can only be purchased from and installed by the original equipment manufacturer (Econolite / Eagle) or their distributors (TCC / Brown), making sole source contracts necessary.

                     This item was presented to the Ad hoc bid exemption committee on Oct. 29, 2007 and was approved to proceed with contract negotiation.

                     The awards are:

§                     Brown Traffic Products Inc., Davenport, Iowa, Eagle’s distributor, in the estimated amount of $124,094.

§                     Traffic Control Corporation, Addison, Illinois, Econolite’s distributor, in the estimated amount of $516,740.

R E S O L U T I O N

 

                                          

WHEREAS, there is a need to upgrade approximately 204 existing Traffic Signal Controllers in order to communicate with the TMC; and

 

WHEREAS, this County Board of Lake County at its meeting of April 10, 2007, appropriated $2,500,000.00 for I.T.S.  field work; and

 

WHEREAS, the work includes upgrade of the controller firmware and integration into the Lake County PASSAGE Intelligent Transportation System; and

 

WHEREAS, the existing controllers are manufactured by two different vendors, Econolite and Eagle; and

 

WHERAS, Brown Traffic Products Inc. and Traffic Control Corporation are the sole distributors authorized by the manufacturers to perform the firmware upgrades necessary for the project; and

 

                     WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,

Illinois, that the Purchasing Agent is authorized to enter into a agreements with Brown Traffic Products Inc., Davenport, Iowa in the estimated amount of $124,094.00 and Traffic Control Corporation, Addison, Il. in the estimated amount of $516,740.00 to upgrade approximately 204 Traffic Signal Controllers and integrate the controllers into the Lake County PASSAGE Intelligent Transportation System and designated as Section 02-00268-06-TL.
