Staff Summary

·      There is a need to retrofit controls of the existing S-3 and S-4 air handling units and new heating valves installed at the Administrative Tower/Courts Complex to the County's existing Johnson Controls Building Automation System.

·      Johnson Controls, Inc, Arlington Heights, IL is the manufacturer of the building automation system and the only source that can perform the retrofit and upgrade work.

·      In response to Lake County's request, Johnson Controls submitted a proposal in the amount of $72,272.

·      Pursuant to Article 6, section 102, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis of sole source as they are the manufacturer of the automation system, the only source that can perform the retrofit and upgrade work.

WHEREAS, There is a need to retrofit controls of the Air Handling Units (AHU's) and new heating valves installed at the Administrative Tower/Courts Complex to the existing County's Johnson Controls Building Automation System; and

WHEREAS, Johnson Controls, Inc, Arlington Heights, IL is the manufacturer of the automation system, the only source that can perform the retrofit and upgrade work; and

WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent be authorized to enter into the contract with Johnson Controls Group to retrofit controls of Air Handling Units (AHU's) and new heating valves installed at the Administrative Tower/Courts Complex to the County's existing Johnson Controls Building Automation System in the amount of $72,272.00.
