Joint resolution authorizing a contract with Chicagoland Paving Contractors, Inc., Lake Zurich, Illinois, in the amount of $820,000 for annual hot-mix asphalt maintenance of various roads on the county highway system and appropriating $984,000 of Motor Fuel Tax funds.

 

Staff Summary

                     The Hot-Mix Asphalt Patching Program is an annual preventative maintenance program that preserves the surface quality and extends the life of county highways.

                     There was a public call for bids, and a total of three bids were received, ranging from $820,000 to $1,102,353.62, and the lowest responsible bidder is Chicagoland Paving Contractors, Inc., Lake Zurich, Illinois, in the amount of $820,000.

                     This project is included in the Transportation Improvement Program with construction in 2025, and designated as Section 25-00000-13-GM.

RESOLUTION

 

WHEREAS, pursuant to authority granted by this County Board of Lake County, Illinois, the County Engineer heretofore called for sealed bids, by publication, for annual hot-mix asphalt maintenance of various roads on the county highway system, and designated as Section 25-00000-13-GM; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on March 11, 2025, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

 

Chicagoland Paving Contractors, Inc.

Lake Zurich, Illinois

Schroeder Asphalt Services, Inc.

Huntley, Illinois

$835,517.02

 

Peter Baker & Son Company

Lake Bluff, Illinois

$1,102,353.62

 

WHEREAS, the Public Works and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Chicagoland Paving Contractors, Inc., Lake Zurich, Illinois, in the amount of $820,000 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a contract be awarded to said Chicagoland Paving Contractors, Inc., Lake Zurich, Illinois, in the amount of $820,000, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for annual hot-mix asphalt maintenance of various roads on the county highway system, and designated as Section 25-00000-13-GM; and

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation; and

 

BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and

 

BE IT FURTHER RESOLVED, that this award be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County dated May 3, 2018; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $984,000 of Motor Fuel Tax funds.
