Staff Summary

                     This is a renewal of the Juvenile Court Services grant, formerly the Juvenile Accountability Incentive Block Grant, a federal Office of Juvenile Justice and Delinquency Prevention (OJJDP) grant administered through the Illinois Criminal Justice Information Authority. Funding for this grant began in 1999 and has been renewed each year. Federal funding for this program has been approved through 2011.

                     Program Purpose Area is hiring additional prosecutors to allow greater focus on violent juvenile offender prosecutions, and the reduction of overall case backlog.

                     Program goals include: continue funding support for 50% of one Assistant State’s Attorney (ASA) position; assign all violent crime cases (which include domestic relations and weapons) to a specific ASA for case handling from arraignment through sentencing; and, charge all serious and violent crimes within a reasonable time period.

                     Sources of Program Funding include $25,452 in federal funds, $2,828 in matching funds provided from the State’s Attorney’s Asset Forfeiture Fund 760-3318010-79920, and $15,573 from the County through already-approved allocations in the State’s Attorney’s FY10 general fund budget, for a program total of $43,853.

                     Program Costs include $33,980 in salary and $9,873 in benefits (for the 50% assignment to the grant), for a program total of $43,853.

RESOLUTION

 

                     WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced the continuation of a 12-month formula-based grant in the amount of $25,452 for the State’s Attorney’s Juvenile Court Services program, which will support the retention of prosecutors, in turn allowing a greater focus on violent juvenile offender prosecutions, and the reduction of overall case backlog; and

 

                     WHEREAS, the grant program will fund 50% of the salary of one Assistant State’s Attorney in the Juvenile Division; and

 

                     WHEREAS, the grant program budget of $43,853 as submitted to ICJIA, consists of $25,452 federal funds, $2,828 required 10% matching local funds provided from State’s Attorney Asset Forfeiture Fund and $15,573 in salary and fringe overmatch funds provided by the County; and

 

                     WHEREAS, all costs associated with this ASA position are already appropriated in the State’s Attorneys FY10 budget; and

 

                     WHEREAS, it is necessary to authorize the extension as described herein.

 

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the renewal of the State’s Attorney’s Juvenile Court Services program grant, in the amount of $43,853 for the period beginning February 1, 2010 through January 31, 2011, is hereby authorized and accepted; and

 

                     BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation to apply for and accept the renewal; and

 

                     BE IT FURTHER RESOLVED, that grant revenue in the amount of $25,452 in federal funds from the ICJIA will be deposited to account 101-3315010-45334, $2,828 in matching funds will be transferred to account 101-3315010-49920 from account 760-3318010-79920, and $15,573 in overmatch funds are already appropriated in 101-3315010-51110, -72170, -74080, -74100, and -74110; and

 

                     BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office.
