Staff Summary
· Regional Transportation Authority (RTA): Lake County Northwest Demonstration project in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships Contribution Agreements.
· New Freedom and Job Access Reverse Commute (JARC) grant funds administered by the RTA are being used for weekday paratransit service in a portion of Lake County.
· These funds are being used for the Lake County Northwest Demonstration project, which provides services for the mobility challenged constituent population in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships.
· RTA is providing $250,000 of federal New Freedom grant funds and $250,000 of federal JARC grant funds for this demonstration project.
· Pace Suburban Bus Division of the RTA is coordinating operations of the expanded paratransit program, and supplying up to $100,000 of the required local match in the first year and is expected to supply an additional $100,000 in the second year of the grants.
· The County Board authorized the local match for the RTA New Freedom and JARC grant funds in the total amount of $400,000 of ¼% sales tax for Transportation and Public Safety funds ($200,000 each for the New Freedom and JARC grants) at its prior meetings of August 14, 2012 and November 20, 2012.
· The Townships of Antioch, Avon, Grant, Lake Villa, Fremont and Wauconda desire to provide additional local funding towards the Northwest Demonstration project to extend the use of the project's awarded federal funding between November 1, 2013 and October 31, 2014.
· The Townships of Antioch, Avon, Grant and Lake Villa have agreed to contribute $8,000 each for this demonstration project due to the established ridership.
· The Townships of Fremont and Wauconda have agreed to contribute $4,000 each for this demonstration project, as the ridership is being established.
· This resolution authorizes the execution of agreements with Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships providing the terms and conditions for the receipt of township funds for the Northwest Demonstration project.

R E S O L U T I O N
WHEREAS, this Lake County Board, by prior resolution at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged constituent population; and
WHEREAS, this Lake County Board, by prior resolution, authorized professional services to undertake the development of said Lake County paratransit transportation plans; and
WHEREAS, this County Board at its meeting of August 12, 2008, authorized the Chairman of the County Board, the County Clerk and the County Engineer to apply for a technical assistance grant from the Regional Transportation Authority (RTA) to provide for the implementation of a Lake County Northwest Demonstration paratransit program in cooperation with Pace and the Townships of Antioch, Avon, Grant and Lake Villa; and
WHEREAS, this County Board at its meeting of June 12, 2012, authorized an amendment to the RTA agreement to expand the Northwest Demonstration Project service area to include the townships of Fremont and Wauconda; and
WHEREAS, Lake County, by and through its Division of Transportation, was notified by the RTA by letter dated December 2, 2011, that it was approved to receive $250,000 of federal New Freedom grant funds and $250,000 of federal Job Access Reverse Commute "JARC" grant funds to provide partial funding over two years for said Lake County Northwest Demonstration Project.
WHEREAS, Pace Suburban Bus Division of the RTA is supplying up to $100,000 of the required local match of the grants for the Lake County Northwest Demonstration Project (guaranteed for one year only at this time) and is coordinating operations of this expanded paratransit program.
WHEREAS, this County Board at its meeting of August 14, 2012, approved an agreement with the RTA stating the terms and conditions by which the RTA is providing said $250,000 JARC grant funds to Lake County for the expansion of said paratransit services and authorized $200,000 from the ¼% Sales Tax and Public Safety funds for the remainder of the required local match; and
WHEREAS, this County Board at its meeting of November 20, 2012 approved an agreement with the RTA stating the terms and conditions by which the RTA is providing said $250,000 New Freedom grant funds to Lake County for the expansion of said paratransit services and authorized $200,000 from the ¼% Sales Tax and Public Safety funds for the remainder of the required local match; and
WHEREAS, the Townships of Antioch, Avon, Grant, Lake Villa, Fremont and Wauconda desire to provide additional local funding towards the Northwest Demonstration project to extend the use of the project's awarded federal funding between November 1, 2013 and October 31, 2014; and
WHEREAS, Lake County and the Townships of Antioch, Avon, Grant and Lake Villa are desirous of entering into separate agreements stating the terms and conditions for the townships to contribute $8,000 each, due to the established ridership, to the Lake County Northwest Demonstration Project, a draft copy is attached hereto; and
WHEREAS, Lake County and the Townships of Fremont and Wauconda are desirous of entering into separate agreements stating the terms and conditions for the townships to contribute $4,000 each, as the ridership is being established, to the Lake County Northwest Demonstration Project, a draft copy is attached hereto; and
WHEREAS, Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships have approved said agreements through their individual Township Boards.
NOW, THEREFORE BE IT RESOLVED, by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer be authorized and they are directed to execute agreements with Antioch, Avon, Grant, and Lake Villa Townships for the receipt of $8,000 from each township and with Fremont, and Wauconda Townships for the receipt of $4,000 from each township for the Lake County Northwest Demonstration Project. This authorization shall include any subsequent amendments.
BE IT FURTHER RESOLVED that the said paratransit services during the weekday in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships will continue to be designated as the "Lake County Northwest Demonstration Project", and designated as Section 09-00280-01-ES
