Joint resolution authorizing a contract with USIC Locating Services, LLC, Lombard, Illinois, in the amount of $140,000 for the Joint Utility Locating Information for Excavators, Inc. (JULIE) ticket screening and locating of Lake County Division of Transportation (LCDOT) storm sewers for excavator dig requests, for various County highways, and appropriating $200,000 of ¼% Sales Tax for Transportation funds. 

 

Staff Summary

                     Pursuant to Illinois law, JULIE serves as a message handling notification service for underground facility owners regarding planned excavations.

                     A total of three bids were received, ranging from $140,000 to $176,900, and the lowest responsible bidder is USIC Locating Services, in the amount of $140,000.

                     Appropriation includes the annual message handling service fee of $22,602.18 to JULIE.

                     This project is included in the Transportation Improvement Program, and designated as Section 21-00000-09-GM.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the Purchasing Agent heretofore called for sealed bids, by publication, for the storm sewer locates and ticket screening services required for the Lake County Division of Transportation to comply with “The Illinois Underground Utility Facilities Damage Prevention Act” (i.e., JULIE) and designated as Section 21-00000-09-GM; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on January 5, 2021, at 11:00 a.m. at the Lake County Government Office in Waukegan, Illinois, a tabulation of said bids being as follows:

WHEREAS, the Public Works, Planning and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is USIC Locating Services, LLC, with a contract amount of $140,000 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said USIC Locating Services, with a contract amount of $140,000 based on estimated quantities and unit prices, and that the Purchasing Agent be authorized and is hereby directed to enter into a contract with said low bidder to provide for the storm sewer locates and ticket screening services required by the Lake County Division of Transportation to comply with “The Illinois Underground Utility Facilities Damage Prevention Act,” and designated as Section 21-00000-09-GM.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $200,000 of ¼% Sales Tax for Transportation funds.
