Staff Summary
· The Executive Justice Council (EJC) recently approved a project that will allow the public to access basic court records, E-filing for civil cases and enhanced access to court records.
· Enhanced access to court records will create a second records access tool for high volume users of the court records. This tool will require the user to annually register to receive a user name and password. The Circuit Clerk's Office will be administering the enhanced access functions.
· It is appropriate for this service to be supported by a subscription fee that is paid annually by the user. Following a review of the staff support and maintenance for this service and a review of what other area counties are charging, the EJC and the Circuit Clerk's Office recommend establishing a yearly subscription fee of $240 per user for license and use of this service.
· The Circuit Clerk's Office will begin rolling out enhanced access in late September, 2013.

RESOLUTION
WHEREAS, the Lake County Executive Justice Council recently approved enhanced access to court records, and;
WHEREAS, the Lake County Circuit Clerk is responsible for administering enhanced access on behalf of the Executive Justice Council, and;
WHEREAS, each subscriber will submit an application providing the reason for enhanced access and how the information will be used, and;
WHEREAS, the Circuit Clerk's office will allocate time and resources for establishing technical environment, application processing, billing, and assistance with installation and usage, and;
WHEREAS, in early 2013 after conducting a time study, it was the recommendation of the Executive Justice Council, the Lake County Circuit Clerk's office, the Finance and Administrative Services Department, the Law and Judicial Committee, and the Financial and Administrative Committee that a yearly subscription fee for license and service be established, and;
WHEREAS, the Circuit Clerk's Office will begin rolling out enhanced access in late September 2013, and;
WHEREAS, it is the joint recommendation of your Law and Judicial and Financial and Administrative Committees that the maximum yearly fee for license and service be established at $240.00, and;
NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that the maximum yearly subscription fee for enhanced access to court records from the Lake County Circuit Clerk's Office shall be $240.00.
