• This County Board, at its meeting of October 12, 2015, approved an agreement with the Village of Deerfield and a resolution for the jurisdictional transfer of Deerfield Road, from the Metra Milwaukee District North Line viaduct to the Village of Deerfield’s east corporate limit in its entirety, from the Village of Deerfield to Lake County and to create a municipal extension of County Highway 11, from Wilmot Road to the east side of the Metra Milwaukee District North Line viaduct, to be effective upon completion of the improvement of Deerfield Road and approval by IDOT.
• In December of 2015, the Village of Deerfield commenced construction of the Deerfield Road improvement project.
• Construction of the Deerfield Road improvement project is nearing completion and staff has reached out to IDOT to file the appropriate paperwork for the jurisdictional transfer and municipal extension of Deerfield Road/County Highway 11.
• IDOT, after additional coordination, has requested a revision to the proposed jurisdictional transfer limits for Deerfield Road.
• The revised jurisdictional transfer limits of Deerfield Road are proposed to be from Robert York Avenue easterly to the eastern corporate limit of the Village of Deerfield.
• IDOT is also requesting clarification of the language in the County resolution for the jurisdictional transfer and the creation of the municipal extension of County Highway 11.
• IDOT approval is required for the jurisdictional transfer and municipal extension of Deerfield Road.

R E S O L U T I O N
WHEREAS, the free flow of traffic along Deerfield Road, County Highway 11, is beneficial for the safety and welfare of the motoring public; and
WHEREAS, the Village of Deerfield is currently improving Deerfield Road, from the Metra Milwaukee District North Line viaduct in the Village of Deerfield to the east abutment of the East Skokie Ditch Bridge in the City of Highland Park in its entirety; and
WHEREAS, this County Board, at its meeting of October 13, 2015, approved an agreement with the Village of Deerfield which included the jurisdictional transfer of Deerfield Road, from the Metra Milwaukee District North Line viaduct to the Village of Deerfield’s east corporate limit in its entirety, from the Village of Deerfield to Lake County, and the creation of a municipal extension of County Highway 11 for Deerfield Road, from Wilmot Road to the east side of the Metra Milwaukee District North Line viaduct; and
WHEREAS, the Illinois Department of Transportation (IDOT), after additional coordination, has requested a revision to the jurisdictional transfer limits of Deerfield Road; and
WHEREAS, the revised limits of the jurisdictional transfer will add Deerfield Road, from Robert York Avenue easterly to the eastern corporate limit of the Village of Deerfield to the Lake County highway system; and
WHEREAS, IDOT has also requested clarification of the language for the jurisdictional transfer of Deerfield Road and the creation of the municipal extension of County Highway 11; and
WHEREAS, the Lake County Board may, by resolution approved by IDOT, designate that Deerfield Road is being added to the highway system of Lake County and that said route is identified as County Highway 11, from Robert York Avenue easterly to the eastern corporate limit of the Village of Deerfield, in accordance with the provisions of the 605 ILCS 5/4-409; and
WHEREAS, in accordance with 605 ILCS 5/5-106, the Lake County Board may, by resolution approved by IDOT, designate Deerfield Road, from Wilmot Road easterly to Robert York Avenue, as a municipal extension of County Highway 11, thereby providing for the orderly planning and design of a future improvement of said highway; and
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Deerfield Road, from Robert York Avenue easterly to the eastern corporate limit of the Village of Deerfield, in its entirety be added to the County highway system of Lake County and identified as County Highway 11, as depicted on the map in attached Exhibit A, in accordance with the applicable provisions of the Illinois Highway Code and as approved by IDOT.
BE IT FURTHER RESOLVED that Deerfield Road, from Wilmot Road easterly to Robert York Avenue, as depicted on the map in attached Exhibit B, is hereby designated as a municipal extension of County Highway 11.
BE IT FURTHER RESOLVED that the County Clerk, the County Board Chair and the County Engineer of Lake County are authorized and are hereby directed to prepare and transmit whatever information IDOT determines is necessary to document the addition to the County highway system of Deerfield Road, County Highway 11, from Robert York Avenue easterly to the eastern corporate limit of the Village of Deerfield, in its entirety in accordance with the provisions of 605 ILCS 5/4-409 and the designation of Deerfield Road, from Wilmot Road easterly to Robert York Avenue as a municipal extension of County Highway 11, in accordance with the provisions of 605 ILCS 5/5-106 of the Illinois Highway Code.
