                     CPMS Consultant Agreement and Appropriation.

                     The Lake County Division of Transportation (LCDOT) is a licensed user of CPMS since 1990.

                     CPMS is extensively used for a combined source of data in managing key documents, including: the County’s five-year transportation improvement program, budget submittals to the County Administrator, the County’s annual highway program, Illinois Department of Transportation (IDOT) Motor Fuel Tax (MFT) reports, and the LCDOT bonding program.

                     CPMS has been updated to Structured Query Language (SQL) and the continuance of maintenance, support, training and ongoing development is needed for the next five years and is included in the highway improvement program.

                     Victor S. Teglasi of Scarsdale, New York, is the developer and sole proprietor of the CPMS software.

R E S O L U T I O N

 

WHEREAS, since 1990, the LCDOT has been a licensed user of CPMS, a software system developed by Victor S. Teglasi, Riverdale, New York, and modified for use by the Licensee; and

 

WHEREAS, the CPMS is used extensively by the Lake County Division of Transportation (LCDOT) throughout the year, serving as a single combined source of data and reporting tool for (a) preparation of the County’s five-year transportation improvement program, (b) budget submittals to the County Administrator’s Office (CAO)/Financial and Administrative Services Department (FAS), (c) management of the County’s annual transportation improvement program (budget, cash and projects), (d) annual reporting to the Illinois Department of Transportation (IDOT) on the use of Motor Fuel Tax funds(MFT), and (e) reconciliation of bond funding/Lake County Division of Transportation (LCDOT) bonding program; and

 

WHEREAS, in January of 2000, the County Board authorized the execution of an agreement between the County and Victor S. Teglasi for the programming required to convert (upgrade) CPMS from a DOS-based application to a Microsoft Windows-based application; and

 

WHEREAS, in April of 2012, the County Board authorized the execution of an agreement between the County and Victor S. Teglasi for the programming required to convert (upgrade) CPMS from a Windows NT-based application to an SQL application, including five years of maintenance, support, training and ongoing development; and

 

WHEREAS, a new agreement is needed for five years of maintenance, support, training and ongoing development for 2017 through 2021 at a cost of $87,750.

 

NOW, THEREFORE, BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are hereby authorized and directed to execute on behalf of Lake County an agreement and any amendments between Lake County and Victor S. Teglasi of Riverdale, New York, for consulting services at a cost of $87,750 for five years of maintenance, support, training and ongoing development of the newly upgraded CPMS, draft of said agreement attached hereto. 

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement and any amendments, to be executed by the County Board Chair and the County Clerk.

 

BE IT FURTHER RESOLVED that there is hereby appropriated $110,000.00 of ¼% Sales Tax for Transportation funds to provide for these consulting services, and designated as Section 17-00000-21-EG.

 

BE IT FURTHER RESOLVED that this agreement shall be administered in accordance with Chapter 605 Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, provided the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
