Staff Summary
• The Lake County Department of Public Works (LCPW) owns and operates the Ela/Salem Lake 18” Interceptor Sewer, which provides sanitary sewer service to portions of the Villages of Kildeer, Hawthorn Woods and surrounding unincorporated areas.
• To properly assess the condition of this sanitary sewer pipe that was constructed in 1972, it must be cleaned and televised.
• LCPW identified a cooperative purchasing contract with Hoerr Construction, Inc., of Goodfield, Illinois, through Omnia Partners (that was competitively solicited and awarded through DuPage County) to procure the sewer cleaning and televising services.
• Pursuant to Section 33.115 of the Lake County Purchasing Ordinance, Cooperative Joint Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants.
• The current term of the Omnia Partners contract expires on February 12, 2027.
• This resolution authorizes and directs the County Purchasing Agent to execute a contract with Hoerr Construction, Inc., in the amount of $40,710.

RESOLUTION
WHEREAS, the Lake County Department of Public Works owns and operates the Ela/Salem Lake 18” sanitary interceptor sewer, which provides sanitary sewer service to portions of the Villages of Kildeer, Hawthorn Woods, and surrounding unincorporated areas; and
WHEREAS, in order to properly assess the condition of the sewer, it must be cleaned and televised; and
WHEREAS, the Department of Public Works identified a cooperative purchasing contract with Hoerr Construction, Inc., Goodfield, Illinois, through Omnia Partners to procure the cleaning and televising services; and
WHEREAS, in accordance with Section 33.115 of the Lake County Purchasing Ordinance, Cooperative Joint Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered between the participants; and
WHEREAS, the current term of the Omnia Partners contract expires on February 12, 2027.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Hoerr Construction, Inc., of Goodfield, Illinois, in the amount of $40,710 for the Ela/Salem Lake Cleaning and Televising Project.
