Joint resolution authorizing the waiver of flood repair-related permit fees and the reduction of septage disposal fees.

 

Staff Summary

                     On July 12, 2017, due to the significant widespread flooding occurring throughout the County, the County Board Chairman proclaimed a disaster in Lake County.

                     Also on July 14, 2017, Governor Rauner proclaimed three counties, including Lake County, State disaster areas.

                     The flooding has resulted in widespread damage to structures and surface grading in the unincorporated areas and widespread inundation of septic tanks and fields throughout impacted areas.

                     For those flood-related structure repairs and top-dressing necessitating permits, and for those inundated septic tanks and fields requiring septage disposal, fees are required by ordinance.

                     To assist in disaster relief, such permit fees will be waived and septage disposal fees will be reduced as provided in Appendix A.

RESOLUTION

 

WHEREAS, throughout the month of July 2017, significant widespread flooding occurred throughout the County of Lake, with major to record flooding having occurred in areas along the Des Plaines River and the Fox River; and

 

WHEREAS, under authority of the Illinois Emergency Management Act (20 ILCS 3305), Chairman Lawlor proclaimed a disaster in the County of Lake on July 12, 2017 due to this flooding; and

 

WHEREAS, on July 14, 2017, Governor Rauner proclaimed three counties State Disaster Areas, including Lake County; and

 

WHEREAS, structures and surface grading throughout the County's flooded areas have been damaged by flood waters, necessitating their repair and top-dressing, respectively, following permit issuance; and

 

WHEREAS, septic tanks and fields have been inundated with flood waters, necessitating septage disposal; and

 

WHEREAS, such structure repairs, top-dressing and septage disposal, by ordinance, require the payment of applicable fees;

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that, in order to assist in disaster relief to affected properties, such fees shall be waived or reduced as provided in Appendix A, attached hereto.
