RESOLUTION
WHEREAS, Hainesville Road, County Highway 24, is a designated route on the county highway system; and
WHEREAS, Lake County believes it would be beneficial for the safety and welfare of the traveling public if Hainesville Road, from Washington Street to Rollins Road, could be improved, inclusive of roadway, intersection, and non-motorized improvements; and
WHEREAS, Phase III professional construction engineering services are required for these improvements; and
WHEREAS, it is recommended that a consultant engineering firm be employed to provide these services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Baxter & Woodman, Inc. of Bannockburn, Illinois, are consulting engineers skilled in the provision of these Phase III professional construction engineering services; and
WHEREAS, Lake County, by and through its Division of Transportation, incurs other associated project costs and fees that are paid for outside of this engineering contract; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are hereby directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Baxter & Woodman, Inc. of Bannockburn, Illinois, at a maximum amount of $1,756,530 for Phase III professional construction engineering services for improvements along Hainesville Road, from Washington Street to Rollins Road, a draft copy of which is attached hereto; and
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk; and
BE IT FURTHER RESOLVED, that there is hereby appropriated $2,108,000 of ¼% Sales Tax for Transportation funds for these Phase III professional construction engineering services and other associated project costs, and designated as Section 19-00072-14-WR; and
BE IT FURTHER RESOLVED, that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
