Hoffman Estates, Illinois, to increase the value of the contract by $4,000,000 for each contractor per renewal year for the exclusive use of the Intergovernmental Support Agreement (IGSA) between the Naval Station Great Lakes and Lake County.

 

Staff Summary

                     In January 2024, Lake County awarded a Job Order Contracting (JOC) contract to three general contractors for one year, with four one-year renewals.

                     McDonagh Demolition, AGAE Contractors, Inc., and Leopardo Companies were each awarded contracts in the amount of $2,000,000 per year for a total contract spend of $10,000,000 over five years.

                     The JOC contract was identified as the contract vehicle for the Intergovernmental Support Agreement (IGSA) between the Naval Station Great Lakes and Lake County for demolition and installation support services that was approved in August 2025.

                     To accommodate the capacity needed for the IGSA, a contract modification increasing the value of each JOC contract in the amount of $4,000,000 per contractor per renewal year is needed.

                     In accordance with Section 33.082 of the Lake County Purchasing Ordinance, when the total of change orders, contract modifications, or price adjustments on any contract approved by resolution by the County Board exceeds 10 percent of the original contract amount, approval of the standing committee in charge of the contracting department or agency and the Financial and Administrative Committee is required.

                     This committee action authorizes and directs the Purchasing Agent to execute a contract change order with McDonagh Demolition, AGAE Contractors, Inc., and Leopardo Companies, increasing the value of the contract to $6,000,000, per contractor.
