Staff Summary

                     2012 Bituminous Maintenance: Contract Award.

                     Each year the LCDOT contracts for bituminous pavement, bituminous shoulders and bike path pavement maintenance throughout the County highway system.

                     The seal coating of the LCDOT highway garage parking lot is included.

                     The added alternative bidding process was used for this letting.

                     A total of four bids were received, ranging from $1,113,252.60 to $1,555,613.55, and the lowest responsible bidder is J. A. Johnson Paving Company, Arlington Heights, Illinois, in the amount of $1,113,252.60.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the bituminous maintenance of various County roads and bike paths, and seal coating of the LCDOT highway garage parking lot, and designated as Section 12-00000-09-GM; and

 

WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A work, Alternative B work, Alternative C work, Alternative D work, Alternative E work and Alternative F work, with a total contract award limit of $1,150,000; and

 

WHEREAS, added Alternative A includes HMA patching of County highways, HMA shoulder patching, and bike path resurfacing.  The HMA highway patching includes sections of Grass Lake Road, west of Illinois Route 59 and east of Deep Lake Road; 33rd Street, from Lewis Avenue to Green Bay Road, and Hawley Street, from Gilmer Road to Chevy Chase Road.  The HMA shoulder patching includes sections of Rollins Road at West Orchard Drive, Nicole Lane and Mallard Creek Drive.  The bike path resurfacing includes sections of the North Shore bike path, from the west terminus at Brice Avenue in Mundelein to the JAWA entrance in Lake Bluff.

 

WHEREAS, added Alternative B consists of HMA patching of County highways.  The HMA highway patching includes sections of Rollins Road, east and west of US Route 45; Gelden Road, west of Grass Lake Road; Petite Lake Road, east of Illinois Route 59; York House Road, from Sheridan Road to Green Bay Road, and Bonner Road west of Illinois Route 12.

 

WHEREAS, added Alternative C consists of HMA patching of County highways.  The HMA highway patching includes sections of Fairfield Road, from Illinois Route 60 to Illinois Route 134, Washington Street, east of Cedar Lake Road, and Kelsey Road, north of Illlinois Route 60.

 

WHEREAS, added Alternative D consists of HMA patching of County highways.  The HMA highway patching includes sections of 21st Street, from Delany Road to Kenosha Road.

 

WHEREAS, added Alternative E consists of HMA patching of County highways.  The HMA highway patching includes sections of O’Plaine Road, from Illinois Route 120 to Washington Street.

 

WHEREAS, added Alternative F consists of HMA patching of County highways.  The HMA highway patching includes sections of Everett Road, from St. Mary’s Road to Riverwoods Road.

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on April 17, 2012, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; and

 

WHEREAS, a tabulation of said bids compared to the total contract award limit of $1,150,000 resulted in the work to be done consisting of the base bid work and Alternatives A through F work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is J. A. Johnson Paving Company, Arlington Heights, Illinois, their bid being $1,113,252.60, based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of February 14, 2012, appropriated $520,000 of Matching Tax funds and $630,000 of Motor Fuel Tax funds for the bituminous maintenance of various County roads and bike paths, and seal coating of the LCDOT highway garage parking lot, and designated as Section 12-00000-09-GM; and.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract is awarded to said J. A. Johnson Paving Company, Arlington Heights, Illinois, in accordance with their bid of $1,113,252.60 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder for  the bituminous maintenance of various county roads and bike paths, and seal coating of the LCDOT highway garage parking lot for the base bid work and Alternatives A through F, as described above, and designated as Section 12-00000-09-GM; and

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated January 22, 2003
