Joint resolution authorizing a contract with Berger Contractors, Wauconda, Illinois, in the amount of $15,767,314.35 for improvements at the intersection of Hunt Club Road and Washington Street, which will be improved under the Illinois Highway Code for a total of 1.98 miles, and appropriating $18,925,000 of County Option Motor Fuel Tax funds and $1,200,000, as remains available, of Motor Fuel Tax funds made available through the REBUILD Illinois Transportation Bond Funds.

 

Staff Summary

                     The intersection improvements will include dual left turn lanes and right turn lanes on all legs of the intersection, drainage improvements, new traffic signals, and non-motorized improvements, including filling a bike path gap on the east leg of Washington Street and extending a new bike path north along Hunt Club Road to Dada Drive.

                     There was a public call for bids, and a total of three bids were received, ranging from $15,767,314.35 to $16,760,250.33, and the lowest responsible bidder is Berger Contractors, Wauconda, Illinois, in the amount of $15,767,314.35.

                     The appropriation will allow any remaining balance of REBUILD Illinois Bond Funds to be spent on this improvement.

                     This project is included in the Transportation Improvement Program with construction planned to begin in 2024 and designated as Section 17-00095-19-CH.

RESOLUTION

 

WHEREAS, pursuant to authority granted by this County Board of Lake County, Illinois, the County Engineer heretofore called for sealed bids, by publication, for the intersection improvements of Hunt Club Road at Washington Street, and is designated as Section 17-00095-19-CH; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened April 16, 2024, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Berger Contractors, Wauconda, Illinois, their bid being $15,767,314.35 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a contract be awarded to said Berger Contractors, Wauconda, Illinois, in accordance with their bid of $15,767,314.35, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the intersection improvement of Hunt Club Road at Washington Street; which will be improved under the Illinois Highway Code for a total of 1.98 miles, and designated as Section 17-00095-19-CH; and

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $18,925,000 of County Option Motor Fuel Tax funds and $1,200,000, as remains available, of Motor Fuel Tax funds made available through the REBUILD Illinois Transportation Bond Funds; and

 

BE IT FURTHER RESOLVED, that the Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and

 

BE IT FURTHER RESOLVED, that this award be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
