Joint resolution authorizing an amendment and increase of federal funding for the State’s Attorney’s Victim of Crime Act (VOCA) Prosecutor Based Victim Services grant program number 215936, awarded by the Illinois Criminal Justice Information Authority (ICJIA), which will continue to support the program through December 31, 2017, and an emergency revenue appropriation of $19,236.

 

Staff Summary

                     This grant extension is for the Prosecutor Based Victim Services program, a VOCA victim assistance grant administered through the ICJIA.

                     The performance period of VOCA grant number 215936 was October 1, 2016 through September 30, 2017. The extension and increased federal funding of $19,236 would continue to support the program for an additional three months, through December 31, 2017.

                     The focus of this grant is to provide advocacy services to the currently underserved misdemeanor domestic violence, elder abuse and aggravated battery victim population.

                     The federal funds are allocated to 100 percent of the grant assigned domestic violence victim witness coordinator’s salary and benefits, and additional program costs will be covered by match funds.

                     Sources of program funding for this extension include $19,236 in federal funds and matching funds of $4,808, which is provided from the State’s Attorney’s Money Laundering Forfeiture Fund, for a grant program total of $24,044.

RESOLUTION

 

WHEREAS, the ICJIA has announced an extension and increase in VOCA grant funding for the State’s Attorney’s Prosecutor Based Victim Services program number 215936, which will continue to support the program through December 31, 2017; and

 

WHEREAS, the Lake County State’s Attorney’s Office will continue to use this funding to provide advocacy services to victims of domestic violence, elder abuse and aggravated battery through December 31, 2017; and

 

WHEREAS, the VOCA grant number 215936 has been extended with an increase in program funding of $19,236 and it is necessary to appropriate this revenue amount; and

 

WHEREAS, the program budget includes $19,236 of federal funds and $4,808 of matching funds, of which $21,120 is already included in the State’s Attorney’s budget and $2,925 will need to be to be appropriated.

 

WHEREAS, it is necessary to authorize the extension amendment as described herein; and

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the execution of the amendment of the VOCA grant number 215936 with the ICJIA for the Lake County State’s Attorney’s Prosecutor Based Victim Services program to continue through December 31, 2017, is hereby accepted; and

 

BE IT FURTHER RESOLVED, that $24,044 is hereby authorized in fund 101, management center 3330030, with all personnel costs of $21,120 associated with this program already being budgeted in the State’s Attorney’s budget and an appropriation of $2,925 for additional program expenses is authorized in 101-3330030-79950; and

 

BE IT FURTHER RESOLVED, that grant revenue in the amount of $19,236 from the ICJIA, will be deposited into account number  101-3330030-45334, matching funds of $4,808 from account 765-3350010 will be deposited into account number  101-3330030-45400; and

 

BE IT FURTHER RESOLVED, that the emergency revenue appropriation in the amount of $19,236 be approved; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
