Staff Summary

·      The Department has developed a multi-phased plan to abandon the Diamond/Sylvan Lake Wastewater Treatment Plant and divert those flows to the New Century Town (NCT) Water Reclamation Facility in Vernon Hills.

·      Phase III of this diversion project is to construct a new interceptor and pump station diversion to transport flow to the NCT Facility.

·      Statements of Interest were requested from several professional engineering firms and were evaluated by department staff.

·      Manhard Consulting, Ltd. was determined to be the most qualified firm to provide professional engineering services for the project.

·      This resolution authorizes execution of an Agreement for Professional Services with Manhard Consulting, Ltd., Vernon Hills, IL, in the amount of $190,608 for engineering and construction related services associated with the Diamond/Sylvan Lake Wastewater Diversion Phase III Project, charging the cost thereof to Accounts No. 610-481546-71170-48310 and No. 610-4814598-71170-48310.

Body

      WHEREAS, the County of Lake owns and operates a regional wastewater treatment plant that serves customers within the Southeast Central Facilities Planning Area; and

      WHEREAS, and engineering evaluation indicates certain improvements are necessary to meet the needs of the established service area; and

      WHEREAS, the engineering and construction related services associated with an interceptor and pump station diversion project requires the services of a specialized engineering firm; and

      WHEREAS, the Public Works Department solicited and received statements of interest from several professional engineering firms; and

      WHEREAS, the Public Works Department evaluated the statements of interest based on several criteria and determined that Manhard Consulting was the most qualified firm to provide professional engineering services for this project; and

      WHEREAS, an Agreement has been negotiated with Manhard Consulting, Ltd., Vernon Hills, IL, to provide the necessary engineering and construction related services; and

      WHEREAS, execution of an Agreement for Professional Services must be authorized by Resolution of this County Board.

      NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Professional Services with Manhard Consulting, Vernon Hills, IL, in the amount of $190,608 for engineering and construction related services associated with the Diamond/Sylvan Lake Wastewater Diversion Phase III Project and charging the costs thereof to Accounts No. 610-4814598-71170-48310 and No. 610-4814546-71170-48310.
