• Change orders need to be approved by the standing committees for cumulative net increases over 10 percent.
• The sum of all change orders to date is $76,000, which represents a 35.6 percent increase over the original awarded contract amount.
• Change Order Number Three consists of up to two additional years of maintenance and monitoring to confirm adequate hydrology and plant establishment to meet wetland bank performance standards. The U.S. Army Corps of Engineers has not been able to provide final approval due to impacts from recent drought years.

RESOLUTION
WHEREAS, this County Board of Lake County, Illinois, at its meeting of August 8, 2017, approved an appropriation of $260,000 of County Bridge Tax funds and a consultant agreement with Hey and Associates, Volo, Illinois, at a cost of $213,500 for Phase III construction engineering services for the Buffalo Creek Wetland Mitigation Bank project; and
WHEREAS, Change Order Number Three, in the amount of $40,500, is needed for up to two years of additional Phase III construction engineering services to confirm adequate hydrology and plant establishment to meet wetland bank performance standards; and
WHEREAS, a supplemental appropriation of funds is required for the additional scope of work.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Engineer of Lake County is authorized and directed to execute on behalf of Lake County, Change Order Number Three in the amount of $40,500 for additional Phase III construction engineering services for the Buffalo Creek Wetland Mitigation Bank project; and
BE IT FURTHER RESOLVED, that there is appropriated a supplemental amount of $29,500 of County Bridge Tax funds for these additional Phase III construction engineering services and designated as Section 01-00000-00-ES.
