Joint committee action to modify a youth program services contract with First Institute Training and Management, Inc.

Staff Summary

                     In 2010, agreements for Workforce Development’s youth program services were approved.

                     One of these agreement is with First Institute Training and Management, Inc. to provide computer training to eight out of school youths. 

                     First Institute’s agreement is in the amount of $62,500, but needs to be modified in order to meet a local demand for medical office assistance training.

                     The contract modification will cost an additional $12,500, which will cover the training for an additional three out of school youths and will bring the total contract cost to $75,000.

                     The contract is paid for with Workforce Development’s WIA youth funds.

1.                     In June, 2011, the Lake County Board approved various Agreements for Youth Program Services to service In-School and Out-of-School youth under the Federal Workforce Investment Act.

2.                     First Institute, Crystal Lake, IL received an award in the amount of $62,500 to service 11 out-of-school young adults with an emphasis on training in medical office assistance.

3.                     There is a need to issue Contract Modification #1 for the approval of additional funding.

4.                     The circumstances that necessitate this Contract Modification were not reasonably foreseeable at the time the contract was signed.  The changes are germane to the original contract as signed, are in the best interests of the County and authorized by law.

5.                     In accordance with Article 8, section 101 (1) of the Lake County Purchasing Ordinance, it is hereby requested that the Purchasing Agent be authorized to enter into Contract Modification #1.

6.                     This contract modification will cost an additional $12,500, for a total contract value of $75,000, charged to account #750-4042021-79940.
