Staff Summary

                     Arlington Heights Road (Rt. 83 to Lake Cook Rd), resurfacing and Buffalo Grove Road (Deerfield Rd to Rt. 83) add southbound lane, Phase II Engineering Services: Consultant Agreement.

                     The selected and recommended firm is Civiltech Engineering, Inc., Itasca, Illinois to undertake Phase II design engineering services for these two projects at a maximum cost of services described of $244,371.

                     This resolution appropriates $150,000 of Motor Fuel Tax funds and $145,000 of Sales Tax funds for Transportation and Public Safety funds for these engineering services.

Body

WHEREAS, Arlington Heights Road (County Highway 79) and Buffalo Grove Road (County Highway 16) are designated routes on the county highway system; and 

 

WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Arlington Heights Road from Illinois Route 83 to Lake Cook Road could be improved by repairing the concrete joints along with grinding said concrete pavement to improve ride quality, and also by improving Buffalo Grove Road by the addition of a south bound traffic lane from Deerfield Road to IL Route 83; and

 

WHEREAS, it is advisable that a consultant engineering firm be employed to provide Phase II engineering services (Design Engineering); and

 

                     WHEREAS, Lake County by and through its Division of Transportation has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and  

 

WHEREAS, Civiltech Engineers, Inc., Itasca, Illinois, are consulting engineers skilled in the provision of said Phase II engineering services (Design Engineering).

 

NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Civiltech Engineers, Inc., Itasca, Illinois, be employed to provide said Phase II engineering services (Design Engineering) and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County, an agreement for consultant engineering services between Lake County and Civiltech Engineers, Inc., Itasca, Illinois. The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $150,000.00 of Motor Fuel Tax funds and $145,000.00 of Sales Tax for Transportation and Public Safety Funds for these engineering services designated as Section 08-00999-02-EG.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated herein does not exceed the appropriation aforesaid.

 

 

BE IT FURTHER RESOLVED that such award be processed by the County Engineer of Lake County for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County dated January 22, 2003.
