Staff Summary
· The Illinois Criminal Justice Information Authority recently announced that the Nineteenth Judicial Circuit was awarded $84,989 in Juvenile Accountability Block Grant funds to continue the juvenile probation pre-employment program that began in late 2009.
· The Nineteenth Judicial Circuit will provide a 10% match of $9,443 from the Probation Services Fee Fund.
· The funding will be used to re-fund a part-time vacant position to serve as program coordinator and to contract with local agencies and employers to provide approximately 60 youth with basic job and employment skills and paid internships. Supplies and bus passes are also included in the budget.
· This resolution authorizes the execution of a program agreement and an emergency appropriation of $94,432 to accept the grant funding.

WHEREAS, the Illinois Criminal Justice Information Authority recently announced that the Nineteenth Judicial Circuit was awarded $84,989 in Juvenile Accountability Block Grant funds to continue the juvenile probation pre-employment program that began in late 2009; and
WHEREAS, the Nineteenth Judicial Circuit will provide a 10% match of $9,443 from the Probation Services Fee Fund; and
WHEREAS, the funding will be used to hire a part-time coordinator and contract with local agencies and employers to provide youth with basic job and employment skills and paid internships as well as for supplies and bus passes; and
WHEREAS, the County Board must authorize the execution of a program agreement and an emergency appropriation of $94,432 to accept this grant and continue the juvenile pre-employment program.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chairman is authorized to execute a Program Agreement with the Illinois Criminal Justice Information Authority and an emergency appropriation of $94,432 for the Nineteenth Judicial Circuit Juvenile Pre-employment Program is hereby approved; and
BE IT FURTHER RESOLVED, that an emergency appropriation with offsetting revenue is hereby authorized in the amount of $94,432 per the attached chart of accounts; and
BE IT FURTHER RESOLVED, that a line item transfer in the amount of $9,443 from 250-3210010-79940 to 250-3210010-79920 and an interfund transfer from account 250-3210010-79920 to account 101-3200020-49920-000-000-000-32005 in the amount of $9,443 are also authorized.
