Staff Summary

•                     The Des Plaines River siphon was originally constructed in 1979 as part of the Southeast Central Interceptor sewer that crosses the Des Plaines River in Libertyville.

•                     Recent cleaning and televising of the Des Plaines River siphon pipes and chambers revealed deterioration of the interior concrete surfaces.  This project will include the installation of 230 lineal feet of liner for the 24-inch and 36-inch pipes. The sewer pipes and the interior of the chamber will be spray lined to extend the service life of these assets.

•                     The County received bids from four contractors for this work ranging from $252,500 to $392,840. Award of this contract is recommended to the lowest responsive and responsible bidder, Visu-Sewer of Illinois, LLC, who best meets the needs of the County in the amount of $252,500.

RESOLUTION

 

WHEREAS, the County of Lake (County) owns, operates and maintains sanitary sewer systems throughout the County including the Des Plaines River Siphon and Chambers; and

 

WHEREAS, the Des Plaines River Siphon and Chambers system has been in continuous service since 1979 and recent inspections revealed deterioration of the interior concrete surfaces; and

 

WHEREAS, lining of the Des Plaines River Siphon and Chambers system is the best solution to extend the service life of the system; and

 

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Des Plaines River Siphon and Chambers Lining Project; and

 

WHEREAS, subsequent to said publication, invitations to bid were extended to four (4) contractors; and

 

WHEREAS, four (4) sealed bids were received and publicly opened via a zoom meeting in the office of the Purchasing Department on Tuesday, December 19, 2020, at 11:00 a.m.; and

 

WHEREAS, Visu-Sewer of Illinois, LLC, is the lowest responsive, responsible bidder in the amount of $252,500; the other bids received ranged from $288,604 to $392,840.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Visu-Sewer of Illinois, LLC, Pewaukee, Wisconsin in the amount of $252,500 for the Des Plaines River Siphon and Chambers Lining Project.
