Joint resolution authorizing an agreement with the Villages of Antioch, Buffalo Grove, Grayslake, Lake Villa, Libertyville, Mundelein, Round Lake Beach, Vernon Hills, and Wheeling for the recertification of the Quiet Zone along the Canadian National (CN) Railroad line from the Wisconsin border to, but not through, the Village of Prospect Heights, Illinois, and appropriating $27,000 of 1/4% Sales Tax for Transportation funds.

 

Staff Summary

                     A Quiet Zone was established in 2006 along the CN Railroad line from the Wisconsin border to, but not through, the Village of Prospect Heights, Illinois, and the Village of Buffalo Grove volunteered to be the administrator of this Quiet Zone.

                     In accordance with Federal Railroad Administration (FRA) requirements, the Quiet Zone is due for recertification and the parties desire to utilize an engineering firm to perform the required engineering analysis and manage the recertification process with the FRA.

                     Each party agrees to equally share in the costs for the recertification and Lake County Division of Transportation’s share is estimated to be $21,900.

                     This work is included in the Transportation Improvement Program and designated as 26-00000-23-RR.

RESOLUTION

 

WHEREAS, a Quiet Zone was established in 2006 along the Canadian National (CN) Railroad line from the Wisconsin border to, but not through, the Village of Prospect Heights, Illinois, and the Village of Buffalo Grove volunteered to be the administrator; and

 

WHEREAS, in accordance with Federal Railway Administration (FRA) requirements, the Quiet Zone is due for recertification; and

 

WHEREAS, an agreement with the Villages of Antioch, Buffalo Grove, Grayslake, Lake Villa, Libertyville, Mundelein, Round Lake Beach, Vernon Hills, and Wheeling is required for the shared cost of the recertification and to authorize the Village of Buffalo Grove to enter into a contract with an engineering firm to perform the study necessary for the recertification; and

 

WHEREAS, Lake County and the Villages of Antioch, Buffalo Grove, Grayslake, Lake Villa, Libertyville, Mundelein, Round Lake Beach, Vernon Hills, and Wheeling are desirous of entering into an agreement stating the terms and conditions for said recertification of the Quiet Zone along the CN Railroad line from the Wisconsin border to, but not through, the Village of Prospect Heights, Illinois, a draft copy of which is attached hereto; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk, and the County Engineer, are authorized, and are hereby directed to enter into an agreement, and any amendments, with the Villages of Antioch, Buffalo Grove, Grayslake, Lake Villa, Libertyville, Mundelein, Round Lake Beach, Vernon Hills and Wheeling stating the terms and conditions for the recertification of the Quiet Zone along the Canadian National Railroad line from the Wisconsin border to, but not through, the Village of Prospect Heights, Illinois; and

 

BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement and any amendments to be executed by the County Board Chair and the County Clerk; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $27,000 of 1/4% Sales Tax for Transportation funds for this Quiet Zone recertification and designated 26-00000-23-RR.
