Staff Summary
·      Deerfield Road Bike Path, from Illinois Route 21/45 to the Des Plaines River Trail: Consultant Agreement and Appropriation.
·      Phase II consulting engineering services will be utilized to prepare plans, specifications, and estimates of costs for this bike path improvement.
·      The project will consist of constructing a bike path on the south side of Deerfield Road, to connect to the existing path at the southwest corner of Illinois Route 21/45 to the existing path west of the Des Plaines River.
·      Using the Local Government Professional Services Selection Act, the selected and recommended consultant is Christopher B. Burke Engineering Ltd. Rosemont, Illinois, at a maximum cost of services of $185,044.40.
·      This resolution appropriates $225,000 of Matching Tax funds for professional engineering services.
 
Body
R E S O L U T I O N
 
WHEREAS, Deerfield Road, County Highway 11, is a designated route on the County highway system; and
 
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if Deerfield Road could be improved with the construction of a bike path to connect to the existing path at the southwest corner of Illinois Route 21/45 to the existing path west of the Des Plaines River; and
 
WHEREAS, it is recommended that a consulting engineering firm be employed to provide Phase II design engineering services; and
 
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and
 
WHEREAS, Christopher B. Burke Engineering Ltd., Rosemont, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Christopher B. Burke Engineering Ltd., Rosemont, Illinois, be employed to provide said Phase II design engineering services, and that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized and are directed to execute, on behalf of Lake County, an agreement for consultant engineering services between Lake County and Christopher B. Burke Engineering Ltd., Rosemont, Illinois, at a maximum cost of services of $185,044.40, a draft copy of which is attached hereto, and such authorization shall include any necessary subsequent amendments.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.
 
BE IT FURTHER RESOLVED that there is hereby appropriated $225,000 of Matching Tax funds for these engineering services, and designated as Section 10-00038-05-BT.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations provided.
