Staff Summary
• The development and submission of the five-year 2010 - 2014 Housing and Community Development Consolidated Plan is a necessary component to receiving U.S. Department of Housing and Urban Development (HUD) funds for housing and community development activities. Copies of the current “Draft” 2010 - 2014 Housing and Community Development Consolidated Plan have been distributed.
• This joint resolution approves the 2010 - 2014 Housing and Community Development Consolidated Plan, as recommended by the Community Development Commission, that identifies the Needs, Goals, and Strategy Statements for the use of federally funded Community Development Block Grant (CDBG), Home Investment Partnerships (HOME), and Emergency Shelter Grant (ESG) Program funds from May 1, 2010 through April 30, 2014.
• This joint resolution also authorizes the County Board Chairman or her designee to execute the necessary correspondence to distribute the 2010 - 2014 Housing and Community Development Consolidated Plan to the U.S. Department of Housing and Urban Development, Lake County municipalities and townships, and various for-profit and non-profit housing and community development agencies in Lake County.
• The 2010 - 2014 Housing and Community Development Consolidated Plan must be submitted to the U.S. Department of Housing and Urban Development after the County Board’s approval of March 16, 2010.
Body
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of a Housing and Community Development Consolidated Plan every five years; and
WHEREAS, the Lake County Community Development Commission and the Cities of North Chicago and Waukegan held seven Public Hearings between January 2009 and August 2009 in conjunction with the development of the 2010 - 2014 Housing and Community Development Consolidated Plan; and
WHEREAS, the Lake County Community Development Commission, at their regularly scheduled meeting on Wednesday February 24, 2010 approved the 2010 - 2014 Housing and Community Development Consolidated Plan describing the Needs, Goals, and Strategy Statements for federally funded CDBG, HOME, and ESG funds; and
WHEREAS, the Cities of North Chicago and Waukegan are scheduled to approve their contents of the 2010 - 2014 Housing and Community Development Consolidated Plan at their respective City Council Meetings on Monday, March 1, 2010; and
WHEREAS, the U.S. Department of Housing and Urban Development will then require the submission of an Annual Action Plan near the beginning of each funded program year as part of the entitlement application request for Community Development Block Grant (CDBG) funding; Home Investment Partnerships (HOME) funding; and Emergency Shelter Grant (ESG) funding.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the recommended 2010 - 2014 Housing and Community Development Consolidated Plan that identifies the Needs, Goals, and Strategy Statements for the use of federally funded Community Development Block Grant (CDBG), Home Investment Partnership (HOME) and Emergency Shelter Grant (ESG) program funds from May 1, 2010 through April 30, 2014 are hereby approved; and
BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or her designee is hereby authorized to execute the necessary correspondence to distribute the 2010 - 2014 Housing and Community Development Consolidated Plan to the U.S. Department of Housing and Urban Development, Lake County municipalities and townships, and various for-profit or non-profit housing and community development
agencies in Lake County.
