• Christopher B. Burke Engineering, Ltd. of Rosemont, Illinois, will be utilized to perform the Phase III construction engineering services for improvements to Arlington Heights Road, from Lake Cook Road to Illinois Route 83, inclusive of non-motorized improvements.

• The Lake County Division of Transportation’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.
• The Lake County Division of Transportation received Statements of Interest and Qualifications from 18 qualified, professional engineering firms.
• This project is included in the Transportation Improvement Program with construction planned to begin in 2024 and designated as Section 17-00193-08-PV.

RESOLUTION
WHEREAS, Arlington Heights Road, County Highway 79, is a designated route on the County highway system; and
WHEREAS, to ensure the free flow of traffic and the safety and welfare of the traveling public, Lake County believes it would be beneficial to make improvements to Arlington Heights Road, from Lake Cook Road to Illinois Route 83, inclusive of non-motorized improvements; and
WHEREAS, Phase III construction engineering services are required for these improvements; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide these Phase III construction engineering services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Christopher B. Burke Engineering, Ltd. of Rosemont, Illinois, are consulting engineers skilled in the provision of these Phase III construction engineering services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and are hereby directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Christopher B. Burke Engineering, Ltd. of Rosemont, Illinois, at a maximum amount of $2,086,056 for Phase III construction engineering services for improvements to Arlington Heights Road, from Lake Cook Road to Illinois Route 83, a draft copy of which is attached hereto; and
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk; and
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and
BE IT FURTHER RESOLVED, that there is hereby appropriated $2,504,000 of Motor Fuel Tax funds for these Phase III construction engineering services, and designated as Section 17-00193-08-PV; and
BE IT FURTHER RESOLVED, that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation; and
BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
