Joint resolution authorizing an emergency appropriation in the amount of $750,000 for the Lake Bluff Downtown Flooding Mitigation Project by the Stormwater Management Commission (SMC), with funding provided by the Consolidated Appropriations Act, 2023 Public Law (117-328), specifically allocated for the Economic Development Initiative (EDI) for Community Project Funding (CPF) administered by the Department of Housing and Urban Development (HUD).

 

Staff Summary

                     SMC has received a CPF Grant Agreement (B-23-CP-IL-0593) from HUD for $750,000 for the Lake Bluff Downtown Flooding Mitigation Project located in the Village of Lake Bluff.

                     The CPF Grant does not require a local match, however, additional funding will be provided by the project partner, the Village of Lake Bluff, to reimburse the SMC for the grant program administration.

                     The project includes the engineering and design work for the storm sewer improvements at West Scranton Avenue Viaduct and along Sheridan Road that will increase storm water conveyance and reduce viaduct flooding in Lake Bluff.

                     Emergency appropriations are needed for the project cost of $750,000 which is not included in the current year budget. SMC will use funding for project expenditures which will be reimbursed by HUD.

RESOLUTION

 

WHEREAS, the Lake County Stormwater Management Commission (SMC) is undertaking an Economic Development Initiative (EDI), Community Partner Funding (CPF) flood mitigation project with funding provided by the Consolidated Appropriations Act, 2023 (Public Law (117-328) and administered by the Department of Housing and Urban Development (HUD) to develop the Lake Bluff Downtown Flooding Mitigation Project to mitigate the impacts from flooding and flood-related damages in Lake County; and

 

WHEREAS, the SMC has received a CPF Grant Agreement (B-23-CP-IL-0593) from HUD in the amount of $750,000 for the Lake Bluff Downtown Flooding Mitigation Project, which includes the engineering and design for the storm sewer improvements in Lake Bluff; and

 

WHEREAS, the SMC has authorized staff time for the grant management and technical services towards the cost of implementing the Lake Bluff Downtown Flooding Mitigation Project grant; and

 

WHEREAS, the Village of Lake Bluff, will provide additional funding to the SMC for the grant program administration revenue; and

 

WHEREAS, the SMC will enter into an agreement with HUD to receive $750,000 for the Grant and this amount is not included in the current year budget.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $750,000 is hereby authorized in the Stormwater Management Commission Fund Revenue Account (212-4202155-45340-000-000-000-00000); for the HUD Community Partner Funding (B-23-CP-IL-0593) Program grant; and

 

BE IT FURTHER RESOLVED, that a corresponding emergency appropriation in the amount of $750,000 in the Stormwater Management Commission Fund Expense Account (212-4202155-79950-000-000-000-00000); for the HUD Community Partner Funding (B-23-CP-IL-0593) Program grant.
