Title

Joint resolution revising Lake County's 2013 Annual Action Plan.

Staff Summary

·      The Lake County Board approved the 2013 Annual Action Plan on March 12, 2013, which was then submitted to the U.S. Department of Housing and Urban Development (HUD).

·      HUD completed a review of the Plan and informed Lake County of three areas requiring revisions.

·       The required revisions include: an allocation estimate and general identification of proposed funding activities/categories for the HOME Investment Partnerships Program; identification of the allocations of Community Development Block Grant (CDBG) funds in the Action Plan; and identification of the Emergency Shelter Grant (ESG) procedures.

·      Staff worked with the HOME Program Consortium partners to develop an estimated allocation of $940,400 and generalized funding categories, as well as estimated funding for CDBG to accommodate funding uncertainties.

·       The revisions do not alter previously approved grants.  

Body

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan as application for Community Development Block Grant funding (CDBG), Home Investment Partnerships (HOME) funding, and Emergency Shelter Grant (ESG) funding; and

WHEREAS, the County Board has annually approved the County's Annual Action Plan, which outlines activities to be taken to accomplish the goals of the County's 2010 - 2014 Housing and Community Development Consolidated Plan; and

WHEREAS, the County's 2013 Annual Action Plan will be submitted to HUD seeking the following funding levels:

·    $2,207,375 under the CDBG Program;  

·    $198,840 under the ESG Program;

·    $940,000 under the HOME Program; and

WHEREAS, the 2013 Action Plan was approved by the County Board in March 2013 and submitted to HUD for review; and

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the recommendations of the Community Development Commission for approval of the amended 2013 Annual Action Plan are hereby approved; and

BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or his designee is hereby authorized to execute the necessary documents required by HUD.
