Joint resolution authorizing execution of a Collective Bargaining Agreement (CBA) with the Illinois Fraternal Order of Police Labor Council, as exclusive representative of the Peace Officer bargaining unit of the Lake County Sheriff's Office.
Staff Summary
· The changes requested are a result of an interest arbitration award.
· Under the award, wages will be increased in the following manner: 12/1/2010 - 1.5%; 12/1/2011 - 2.5%; 12/1/2012 - 2.5%.
· Shift bidding was changed for specialty units - Dispatcher, Assistant Dispatcher and Lead Dispatch Supervisor to be done, independently, within their respective units.
· Holiday pay eligibility was changed from required to work before and after the holiday to working the actual holiday to be eligible for holiday pay.
· The three carry over days must be used by the following November. No carry over days may be paid out.
· The CBA shall be effective for a three year period from December 1, 2010 through November 30, 2013.

WHEREAS, the Illinois Fraternal Order of Police Labor Council has been recognized as the sole and exclusive bargaining agent for the Peace Officers employees of the Lake County Sheriff's Office; and
WHEREAS, a Collective Bargaining Agreement has been negotiated with the Illinois Fraternal Order of Police Labor Council, as the exclusive representative of the Peace Officers employees of the Lake County Sheriff's Office, consistent with the Illinois Public Labor Relations Act; and
WHEREAS, your Law and Judicial and Financial and Administrative Committees have reviewed and approved said agreement.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chairman and the Lake County Sheriff are hereby authorized to sign the Collective Bargaining Agreement attached hereto and made a part of this Resolution.
BE IT FURTHER RESOLVED, that this Agreement shall be effective from December 1, 2010 through November 30, 2013.
