Staff Summary
• The Lake County Integrated Justice Committee has been working to implement the Integrated Justice Plan, and to that end, is presenting an agreement for key information exchanges with the Public Defender including: Initial Case Information including Notice of Appointment, Notification of Modifications to Charges, Notification of Change of Attorney Appearance, Notification of Court Appearance, Notification of PD Withdrawal, Speedy Trial Demand, Motions, Order, Writ, Subpoena, and Sentencing Order including Order for Restitution, Sex Offender Motion and Order, Blood Specimen Motion and Order, Medical Exam - HIV Testing Motion and Order, Orders for Street Value Fine and Crime Lab Fee and Nolle Pros Order
• The Lake County Board approved a master agreement to continue professional services with URL to implement key public defender and other exchanges as part of the overall master plan for integrated justice.
• For each implementation the committee follows the bid-exemption process.
• Lake County has a long standing and successful relationship with URL Integration who has provided professional services for the integration of justice agencies.
• The Purchasing Agent convened an ad hoc group that approved bid exemption on the basis of the long standing, successful relationship. The knowledge gained through this relationship adds value integral to the services provided.
• This contract will cost the County an amount not to exceed $351,070 charged to 101-1103160-84040.

WHEREAS, the Lake County Integrated Justice Committee has a bid-exempt requirement for the purchase of consulting services from URL Integration of Englewood, CO to implement key Public Defender document exchanges as part of the Integrated Justice effort; and
WHEREAS, the key exchanges with the Public Defender consists of: Initial Case Information including Notice of Appointment, Notification of Modifications to Charges, Notification of Change of Attorney Appearance, Notification of Court Appearance, Notification of PD Withdrawal, Speedy Trial Demand, Motions, Order, Writ, Subpoena, and Sentencing Order including Order for Restitution, Sex Offender Motion and Order, Blood Specimen Motion and Order, Medical Exam - HIV Testing Motion and Order, Orders for Street Value Fine and Crime Lab Fee and Nolle Pros Order; and
WHEREAS, there exists a long standing and successful relationship with URL Integration who has provided professional services for the integration of justice agencies in Lake County; and
WHEREAS, the Lake County Integrated Justice Committee recommends the continuation of services by URL Integration; and
WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis that there exists a long standing, successful relationship for professional services, and the knowledge gained through this relationship adds value integral to the services provided for these services
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into an agreement for the purchase of consulting services with URL Integration, Englewood, CO to implement key Public Defender document exchanges in an amount not-to-exceed $351,070 charged to 101-103160-84040.
