R E S O L U T I O N
WHEREAS, Sunset Avenue, County Highway 46, is a designated route on the County highway system; and
WHEREAS, in order to ensure the free flow of traffic and the safety and welfare of the motoring public, Lake County is desirous of improving Sunset Avenue, 450 feet east and west of the Union Pacific Railroad overpass, by installing steel backed wood guardrail in the median and outside the pavement, removing the existing hot-mix asphalt median surface, constructing landscape medians with trees, shrubs, perennials and retaining walls, furnishing and placing sealed decorative aggregate around the planted areas, and other related work; and
WHEREAS, Lake County, the City of Waukegan and the Waukegan Park District are desirous of entering into an agreement stating the terms and conditions for the routine maintenance of the landscape medians, a draft copy of which is attached hereto; and
WHEREAS, this agreement was approved by the Waukegan Park District at their board meeting of July 9, 2013, and the City of Waukegan at their council meeting of August 19, 2013; and
WHEREAS, this County Board, at its meeting of July 9, 2013, approved $265,000 of Matching Tax funds for this improvement, and designated as Section 11-00169-07-LS.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into an agreement between Lake County and the City of Waukegan and the Waukegan Park District stating the terms and conditions for maintenance of the landscape medians along Sunset Avenue, 450 feet east and west of the Union Pacific Railroad overpass, and such authorization will include any subsequent amendments.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk.
