Title

Joint resolution authorizing the State’s Attorney Violent Crime Victims Assistance (VCVA) grant program awarded by the Office of the Illinois Attorney General for State Fiscal Year (SFY) 2025, including an emergency appropriation in the amount of $47,000.

 

Staff Summary

                     This is a request to the VCVA grant administered through the Office of the Illinois Attorney General, with a grant period from July 1, 2024 through June 30, 2025.

                     Grant program goals include the promotion of fairness and accountability, the coordination of services for victims and witnesses of domestic violence, and the promotion of policy and procedure for domestic violence cases in order to improve response by law enforcement and court personnel.

                     The SFY 2025 grant will fund $31,762.19 for salary and $15,237.81 for fringe benefits for one full-time Senior SAFE-T Act VS to serve as a liaison to victims of domestic violence in Lake County.

                     If funding for this position ends, and new funding is not secured, the position will be eliminated.

RESOLUTION

 

WHEREAS, the Office of the Illinois Attorney General has approved the State’s Attorney’s Violent Crime Victims Assistance Program, and $47,000 was awarded for the time period July 1, 2024 through June 30, 2025; and

 

WHEREAS, the grant funds of $47,000 for this program will fund the salary and benefits of a full time Senior SAFE-T Act VS, and provide trauma-informed training to relevant staff.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Lake County State’s Attorney’s Violent Crime Victims Assistance Program with the Office of the Illinois Attorney General is hereby authorized; and

 

BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $47,000 is hereby authorized in the State’s Attorney’s approved FY2024 budget in the account 101-3314010-51110, 74080, 74100 and 74110 with the increase in offsetting revenue in the amount of $47,000 in the account of 101-3314010-45333.

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney’s Office; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
