R E S O L U T I O N
WHEREAS, Grand Avenue is a state route for which the City of Waukegan provides signal maintenance; and
WHEREAS, it would be beneficial to the safety and welfare of the motoring public if the traffic control signals situated at ten intersections along Grand Avenue between IL Rte. 131 and Sheridan Road could be modernized and interconnected; and
WHEREAS, the City of Waukegan and Lake County have entered into an agreement for the improvement and maintenance of the traffic control signals along Grand Avenue between IL Rte. 131 and Sheridan Road, approved at the June 10, 2008, County Board meeting; and
WHEREAS, this Lake County Board, at its meeting of January 12, 2010, authorized the execution of a Phase II design engineering agreement with Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, for said Phase II design engineering services and appropriated $160,000 of Matching Tax funds to provide for these engineering services; and
WHEREAS, it is necessary to expand Phase II design engineering services to provide for a preliminary environmental site assessment and coordination of signal standards.
WHEREAS, Lake County and Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, are desirous of entering into an Amendment #1 to the agreement for the supplemental Phase II design engineering, a draft copy of which is attached hereto.
NOW, THEREFORE BE IT RESOLVED, by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized and they are directed to execute an Amendment #1 to the agreement between Lake County and Gewalt Hamilton Associates, Inc., Vernon Hills, Illinois, providing for said additional engineering services for a preliminary environmental site assessment and coordination of signal standards and designated as Section 08-00279-00-TL and such authorization shall include any necessary subsequent amendments. The County Engineer shall transmit in writing the final agreement to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
BE IT FURTHER RESOLVED that there is hereby appropriated $10,000 of Matching Tax funds for these engineering services designated as Section 08-00279-00-TL.
BE IT FURTHER RESOLVED that this supplemental agreement, when executed in its final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
