• Old McHenry Road, from Fairfield Road to Bonnie Lane, will be improved as part of the Old McHenry Crossings project. This improvement will include roadway and intersection improvements, a railroad overpass, new bike path and sidewalk, street lighting, drainage improvements, and landscape improvements.
• The engineering plans for the railroad overpass need to be reviewed and approved by the Wisconsin Central Limited railroad (WCL).
• The County will reimburse the WCL for these services, which are estimated to cost $31,000.
• This improvement is included in the Transportation Improvement Program and designated as Section 19-00999-65-ES.

RESOLUTION
WHEREAS, Old McHenry Road, County Highway 32, is a designated route on the County highway system; and
WHEREAS, to ensure the free flow of traffic and the safety and welfare of the traveling public, Lake County is desirous of improving Old McHenry Road, from Fairfield Road to Bonnie Lane, with roadway and intersection improvements, a railroad overpass and non-motorized improvements; and
WHEREAS, the County’s engineering plans for the proposed railroad overpass needs to be reviewed and approved by the WCL; and
WHEREAS, Lake County will reimburse the WCL for these engineering review services, which are estimated to be $31,000; and
WHEREAS, Lake County and the WCL are desirous of entering into an agreement stating the terms and conditions for the WCL’s engineering plan review, a draft copy of which is attached hereto; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, be authorized, and they are hereby directed to execute an agreement, and any amendments, with Wisconsin Central Limited railroad, stating the terms and conditions for engineering plan review services associated with the improvements of Old McHenry Road, from Fairfield Road to Bonnie Lane, specifically the installation of a railroad overpass; and
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk; and
BE IT FURTHER RESOLVED, that there is appropriated $40,000 of ¼% Sales Tax for Transportation funds and designated as Section 19-00999-65-ES.
