Joint resolution authorizing the increase in headcount of the Lake County State’s Attorney’s Office/Children’s Advocacy Center by reallocating contractual funds to one full-time employee.

 

Staff Summary

                     The Lake County State’s Attorney’s Office/Children’s Advocacy Center will reallocate contractual funds to increase the headcount by one full-time employee.

                     The employee will be paid by Victims of Crime Act (VOCA) funding awarded to the Lake County Children’s Advocacy Center from July 1, 2025 - June 30, 2026, presented and approved in resolution file number 25-0958.

                     The Lake County Children’s Advocacy Center (LCCAC) will reallocate contractual funds for the creation of a new position, LCCAC Mental Health Therapist, to provide continued on-site mental health services and support to children and families.

                     Grant program funding of $68,325 will cover 100% of the salary and benefits of the LCCAC Mental Health Therapist.

                     If funding for this position ends, and new funding is not secured, the position will be eliminated.

RESOLUTION

 

WHEREAS, the Lake County State’s Attorney’s Office/Children’s Advocacy Center will increase its headcount by reallocating contractual funds to one full-time employee to provide continued mental health services to child victims of crime; and

 

WHEREAS, the position will be an Hourly.7 grade level and paid through Victims of Crime Act (VOCA) funds awarded to the Lake County Children’s Advocacy Center (LCCAC); and

 

WHEREAS, VOCA grant funds will provide a new position of LCCAC Mental Health Therapist to provide mental health services to children as required by the National Children’s Alliance Standards of Accreditation; and

 

WHEREAS, it is necessary to authorize the increase in headcount by one full-time employee as described herein.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Program Agreement with the Children’s Advocacy Centers of Illinois (CACI) for the Lake County Children’s Advocacy Center to provide mental health services to child victims as set forth by the National Children’s Alliance Standards; and

 

BE IT FURTHER RESOLVED, that all revenue and expenditure accounts to be appropriated as detailed on the attached financial spreadsheet and allocated to CAC VOCA Grant Management Center 3302010; and

 

BE IT FURTHER RESOLVED, that the Lake County Children’s Advocacy Center in conjunction with the State’s Attorney’s Office shall serve as the project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the Lake County Children’s Advocacy Center; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board and Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the increase in headcount of the Lake County State’s Attorney’s Office/Children’s Advocacy Center.
