Staff Summary
·      Rollins Road Gateway Improvement:  Contract Award.
·      This improvement is included in the 2013 Program.
·      This improvement includes the construction of a grade separation of Rollins Road under the Wisconsin Central Ltd. (WCL)/Canadian National Railroad (CNRR), the reconstruction of the intersection of Rollins Road and Illinois Route 83, and the reconstruction and relocation of Rollins Road and Hainesville Road to provide increased traffic capacities (Rollins Road Gateway Improvement).
·      The County Board previously appropriated $43,530,000 of ¼% Sales Tax for Transportation and Public Safety funds and $295,000 of 2010A General Obligation (GO) bond funds for this improvement.
·      A total of three bids were received, ranging from $30,795,374.03 to $34,970,189.58, and the lowest responsible bidder is F.H. Paschen, S.N. Nielsen & Associates LLC, Chicago, Illinois, in the amount of $30,795,374.03.

R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the Rollins Road Gateway Improvement which includes the construction of a grade separation of Rollins Road under the WCL/CNRR, the reconstruction of the intersection of Rollins Road and Illinois Route 83, and the reconstruction and relocation of Rollins Road and Hainesville Road, and designated as Section 00-00080-56-BR; and
 
WHEREAS, pursuant to said publication calling for said bids, sealed bids were received and opened on June 3, 2013, at 10:00 a.m., at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is F.H. Paschen, S.N. Nielsen & Associates LLC, Chicago, Illinois, their bid being $30,795,374.03 based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of March 12, 2013, appropriated $43,530,000 of ¼% Sales Tax for Transportation and Public Safety funds and $295,000 of 2010A General Obligation (GO) bond funds for the Rollins Road Gateway Improvement, and designated as Section 08-00080-56-BR.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said, F.H. Paschen, S.N. Nielsen & Associates LLC, Chicago, Illinois, in accordance with their bid of $30,795,374.03, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk and the County Engineer of Lake County be authorized and are hereby directed to enter into a contract with said low bidder for the Rollins Road Gateway Improvement, as described above, and designated as Section 08-00080-56-BR.
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, provided the final cost chargeable under the funds appropriated does not exceed the appropriation.
