RESOLUTION
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, the proposed second amendment to the Program Year 2022 (PY 2022) AAP changes the scope for $100,000 of CDBG funds awarded to the Village of Round Lake Beach from a sidewalk extension project to parking accessibility improvements within the Village; and
WHEREAS, the proposed second amendment to the PY 2022 AAP reallocates $20,000 of CDBG program administration funds to Lake County Partners to support a housing study; and
WHEREAS, the proposed second amendment to the PY 2022 AAP allocates $185,000 of CDBG program income to Community Partners for Affordable Housing (CPAH) to support the acquisition and rental of a single-family home.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the second amendment to the PY 2022 AAP is hereby approved and an emergency appropriation in the amount of $185,000.00 is hereby authorized in the Fiscal Year 2023 budget in the Fund 740 HUD Grants budget as detailed in the attachment; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the amended PY 2022 AAP.
