Joint resolution entering into an agreement with G & W Technical Corporation -Incumbent Worker Training Grant.
Staff Summary
• G & W Technical Corporation expressed interest in the incumbent worker training program. G & W Technical Corp., is a modern precision CNC machine shop that house production machine tools such as CNC lathes, CNC vertical mills and support equipment such as engine lathes, tool grinders, belt sanders and saws and various inspection equipment; employs five employees; located in Island Lake, and has been in business for 12 years.
• A training solution curriculum was prepared to train five employees who have job titles as programmers, operators, and shipping and receiving, to become ISO 9000 certified to conform to customers requirements in the automotive, food & beverage, telecommunications, medical and non-standard fasteners industries. The training will keep the company competitive, increase quality assurance and production, and allow for growth in the manufacturing industry.
• State policy requires that an employer with 50 or less employees provide 10 percent of the cost of the training. Employee wages & fringes can be used to off-set the employer match. The total cost of training is $9,000. Lake County Workforce Development will reimburse $9,000 and the company will provide employee hourly wages of an additional $900 for their portion of the match. Cost per employee is $1,800 for 60 hours training.

WHEREAS, in accordance with the Illinois Department of Commerce and Economic Opportunity Policy Letter #05-11 Incumbent Worker Training, the state has received a waiver until June 30, 2009 from the Department of Labor to allow local Workforce Investment Act grant funds to be used to conduct incumbent worker training; and
WHEREAS, the Lake County Workforce Investment Board has modified Lake County’s Workforce Investment Act grant to permit incumbent worker training; and
WHEREAS, the Lake County Workforce Development Department wishes to enter into an agreement with G & W Technical Corp. for the purpose of conducting incumbent worker training for five G & W Technical Corp employees; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Lake County Workforce Development Department is hereby authorized to enter into an Agreement with G & W Technical Corp. in the amount of $9,000 for the purpose of training five incumbent workers charging the costs thereof to account #750-4042030-72680-000-000-000-Y2008 and #750-4042040-72680-000-000-000-Y2008.
