Staff Summary

·      Two plan sets will be prepared for repairing or replacing eight culverts in 2011 and 14 culverts in 2012.

R E S O L U T I O N
 
WHEREAS, the Lake County Division of Transportation, LCDOT, completed a culvert inspection in 2010 which identified 18 culverts needing a detailed engineering assessment for a repair of replacement strategy; and
 
WHEREAS, Gewalt Hamilton Associates, Inc., Gurnee, Illinois, was hired in November of 2010 to complete a Phase I preliminary engineering study to perform the said detailed engineering assessment; and
 
WHEREAS, subsequently an additional four culverts were added to the study by the LCDOT; and
 
WHEREAS, the results of the Phase I preliminary engineering study recommends that eight culverts can be repaired or rehabilitated in 2011after Phase II design engineering is completed and the remaining 14 culverts can be repaired or rehabilitated in 2012 after more detailed Phase II design engineering is completed; and
 
WHEREAS, it is advisable that a consultant engineering firm be employed to provide said Phase II design engineering services for all 22 culverts; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and   
 
WHEREAS, Gewalt Hamilton Associates, Inc., Gurnee, Illinois, are consulting engineers skilled in the provision of said Phase II design engineering services.
 
NOW, THEREFORE BE IT RESOLVED BY this Lake County Board, that Gewalt Hamilton Associates, Inc., Gurnee, Chicago, Illinois, be employed to provide said Phase II design engineering services for the repair or replacement of 22 culverts, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County an agreement, a draft copy of said agreement attached hereto, for consultant engineering services between Lake County and Gewalt Hamilton Associates, Inc., Gurnee, Illinois at a maximum cost of $114,615.86.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement, to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that there is hereby appropriated $140,000 of County Bridge Tax funds for these Phase II design engineering services and designated as Section 10-00999-13-DR.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
