Staff Summary
· The current contract for Job Order Contracting (JOC) General Contractors is expiring.
· JOC has been utilized by Lake County since 2009 to accomplish small to medium sized projects with a typical job order value within the range of $10,000 to $250,000.
· JOC is a competitively bid, fixed price, indefinite quantity contract; work includes a collection of tasks and related specifications that have pre-established unit prices that are included in the Construction Task Catalog (CTC) developed for the County.
· An Invitation to Bid was extended to 31 vendors.
· The bid identified that the contract may be awarded to three vendors and requested contractors submit adjustment factors to be applied to the CTC.
· Sealed bids were received from three local vendors and 10 nonlocal vendors with combined adjustment factors ranging from 0.7995 to 1.5400.
· Paul Borg Construction Company bid a combined adjustment factor of 0.7995, Homestead Electric Company bid a combined adjustment factor of 0.8784 and Leopardo Companies, Inc. bid a combined adjustment factor of 0.9281.
· Paul Borg Construction Company, Chicago, Illinois, Homestead Electric Company, Ingleside, Illinois, and Leopardo Companies, Inc., Chicago, Illinois, are the lowest responsive and responsible adjustment bids.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, bids were called for by publication for Job Order General Contractors; and
WHEREAS, subsequent to said publication, and Invitation to Bid was extended to 31 vendors; and
WHEREAS, sealed bids were received from three local vendors and 10 nonlocal vendors and opened in the Central Permit Facility, Libertyville, Illinois, on April 10, 2014, at 2:00 p.m.; and
WHEREAS, based on the criteria set forth in the Invitation to Bid; the staff evaluated all bid submittals and determined that the bids submitted by Paul Borg Construction Company, Homestead Electric Company and Leopardo Companies, Inc. are the lowest responsive and responsible bidders for Lake County.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that Purchasing Agent is authorized to enter into a one-year contract with renewals for Job Order Contracting General Contractor Services with Paul Borg Construction Company of Chicago, Illinois bidding a combined adjustment factor of 0.7995 in the estimated amount not-to-exceed $2,000,0000; Homestead Electric Company of Ingleside, Illinois bidding a combined adjustment factor of 0.8784 in the estimated amount not-to-exceed $2,000,000; and Leopardo Companies, Inc. of Chicago, Illinois bidding a combined adjustment factor of 0.9281 in the estimated amount not-to-exceed $2,000,000 charging the costs to various Lake County accounts.
