• TIGER I is a program under the American Recovery and Reinvestment Act of 2009, TIGER II is a program under the FFY2010 Transportation Appropriations Act.
• The Unified Vision for the Central Lake Thruway (i.e. the IL Rte.120 Corridor) has been unanimously adopted by the eleven corridor municipalities and the county.
• The completion of a Phase I Preliminary Engineering Study for the Central Lake Thruway is an appropriate application for the TIGER program.
• The County previously applied under the TIGER I program but was not selected.
• Funds for the TIGER II Discretionary Grant program are to be awarded by the U.S. Dept. of Transportation on a competitive basis for projects that will have a significant impact on the Nation, a metropolitan area or a region.
• The grant request of $13.3 million, added to the existing federal earmarks, requires a 20% local match of approximately $3.3 million.
• Any grant contract is subject to further county board approval regarding appropriation of the necessary ¼% Sales Tax for Transportation and Public Safety funds.
• The premise of this grant application is that IDOT will step up and accept the role of the management of the Phase I Preliminary Engineering Study if the TIGER II grant is awarded.

RESOLUTION
WHEREAS, in September of 2005, the Lake County Transportation Summit chose to recommend the Illinois Rte. 120 east-west corridor thru central Lake County be pursued as a regional community by-pass highway project to address traffic congestion in the county; and
WHEREAS, Lake County and the municipalities of Grayslake, Gurnee, Hainesville, Lakemoor, Libertyville, Mundelein, Round Lake, Round Lake Park, Volo, Wauconda and Waukegan came together in January 11, 2006, to form the Illinois Rte. 120 Corridor Planning Council (IL 120 CPC); and
WHEREAS, a $1 million Feasibility Study was completed for the IL Rte. 120 Corridor, managed by the Lake County Division of Transportation, which led to the Unified Vision for the Central Lake Thruway including land use and transportation integration; and
WHEREAS, the Governance Board of the Council endorsed the Unified Vision Document for the Central Lake Thruway on October 14, 2009, and the eleven member municipalities and the County Board subsequently endorsed the Unified Vision; and
WHEREAS, a Phase I Preliminary Engineering Study, conducted by a regional highway agency, is the next step for implementation of the proposed Central Lake Thruway; and
WHEREAS, the U.S. Department of Transportation is authorized to award $600 million in Tiger II Discretionary Grants pursuant to Title I of the U.S. Department of Transportation’s FY 2010 Appropriations Act (Pub. L. 111-117, December 16, 2009); and
WHEREAS, funds for the TIGER II Discretionary Grant program are to be awarded on a competitive basis for projects that will have a significant impact on the Nation, a metropolitan area or a region, and the grant requires a 20% local match, and
WHEREAS, the County will appropriate the necessary 20% local match for said TIGER II grant from the ¼ % Sales Tax for Transportation and Public Safety, if said grant is awarded; and
WHEREAS, the County expects that IDOT will step up and accept the role of the management of the Phase I Preliminary Engineering Study if the TIGER II grant is awarded.
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that the Chair of the County Board, the County Clerk and the County Engineer of Lake County, Illinois are authorized and hereby directed to apply for a grant from the U.S. Department of Transportation under its TIGER II Discretionary Grant program in the approximate amount of $13.3 million.
BE IT FURTHER RESOLVED, that use of any grant awarded by the U.S. Department of Transportation under the said TIGER II program sufficient for the Phase I Study for the Central Lake Thruway, pursuant to said grant application, be subject to further County Board action for the appropriation of the necessary ¼ % Sales Tax for Transportation and Public Safety funds, in the approximate amount of $3.3 million, and for any agreement necessary between the County and IDOT for IDOT’s management of the Phase I engineering study.
